Position Description:
The proposed Schedulers shall assist in the development, maintenance, and support of the respective project schedules for all PROJ capital projects under this Task Order and be a part of the general PROJ staff. The Schedulers shall ensure project schedules capture all project requirements and are developed and maintained using a risk-based monitoring scheme founded on WMATA’s guidelines and practices.
MAJOR DUTIES AND RESPONSIBILITIES
- Schedule Development:
- Develop comprehensive, risk-based schedules for new capital improvement projects in compliance with the required milestones and sequencing of capital work.
- Prepare a Resource Management Plan that describes how project resources will be acquired, allocated, monitored, and controlled. A KPI could include the Actual vs. Planned cost of each for proper tracking.
- Generate a critical path network schedule with activity duration estimates and costs that support effective and efficient reporting and the development of production work packages.
- Develop revised schedules to reflect changes in project scope, delays, or acceleration efforts.
- Monitoring and Reporting:
- Establish Cost, Scope, Schedule, and Performance Baselines to monitor and analyze project progress in relation to scheduled activities and milestones.
- Perform monthly KPI analyses.
- Monitor monthly labor and resource demands on the respective project schedule, and report variances and risks.
- Review and integrate respective project schedules from external stakeholders and provide feedback.
- Validate contractors’ project schedule accuracy.
- Schedule Integration and Updates:
- Create an Integrated Change Control system to evaluate and approve/disapprove requested changes to any Baseline. Communicate within 48 hours any impacts (cost, scope, schedule, risk, resource, etc.) to the PROJ team. If change is approved, update the respective project schedule and the Integrated Master Schedule.
- Report monthly on the methodology of monitoring identified risks and new sources of risk regarding (cost, scope, schedule, risk, resource, etc.) to the PROJ team.
- Communication and Coordination:
- Generate monthly reports to PROJ and other WMATA stakeholders on critical issues and KPIs (Key Performance Indicators).
- Collaborate with both internal and external project stakeholders to develop schedules for new projects.
- Provide effective communication with each respective project team regarding milestones, deliverables, activities, and resources.
- Integrated Master Schedule (Junior Level):
- Design, develop, and maintain program Integrated Master Schedules (IMS).
- Develop and Update Key Performance Indicators (KPIs) for the IMS.
- Conduct and facilitate weekly IMS reviews with program team.
BACKGROUND AND EXPERIENCE REQUIRED
- A Bachelor’s Degree in Construction Management, Business, Engineering, or a related field of study.
- The resume shall demonstrate a minimum of 5+ years of experience with developing critical path project schedules for major capital transit projects and the ability to monitor schedules for key constraints such as (cost, scope, schedule, risk, resource, etc.).
- The resume shall demonstrate the candidate’s knowledge in generating and maintaining an Integrated Master Schedule both at the project and portfolio level.
- 5+ years of experience using Primavera P6 scheduling software for large to medium projects.
PREFERRED QUALIFICATIONS
For all positions listed above, certification as a PMI scheduling professional (PMI-SP) or AACEI Planning and Scheduling Professional (PSP).
