Position Summary:

We are seeking an experienced Business Development professional to focus on growing business in the Federal Civilian and Defense Government. This position will support the development of a pipeline of qualified opportunities by identifying and assessing business opportunities, performing market analyses, collecting business intelligence, meeting with potential customers and teaming partners, and providing input into bid/no-bid decisions. This position requires the candidate to work closely with colleagues and collaborating effectively with the business development team.

Work Location: This position is located at Titanium Cobra's Headquarters office in Mission Valley, San Diego.

Schedule: Full-Time, Monday-Friday. Minimum three (3) days providing onsite work in San Diego, CA, near NAVWAR and PEO C4I customers.

Active DoD Clearance Required: An active DoD clearance is required for this position (Secret or Top Secret). Ability to obtain and maintain a TS/SCI security clearance is highly desirable. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Minimum Requirements:

  • Bachelor’s Degree and minimum nine (9) years of prior relevant experience or Master’s Degree and a minimum of seven (7) years of prior related experience.
  • Possess a deep knowledge of DoD acquisition processes and programs.
  • Proven track record of understanding cradle-to-grave processes to capture Navy business is critical. Prior success as Capture Manager, Proposal Manager or BD lead is preferred.
  • Deep understanding of, and experience with, US Navy C5ISR systems and networks, and with the NAVWAR and PEO C4I organizations is desired.
  • Exceptional leadership and decision-making skills and strong interpersonal communication skills.
  • Must be available to travel up to 30%.
  • Fluency in Microsoft Office Suite of applications - including but not limited to, Excel, PowerPoint, Teams, and SharePoint.
  • Proven negotiating skills and successes.
  • Works on high-visibility or mission critical aspects of a given program and performs all functional duties independently and as a member of a team.
  • Ability to maintain an active security clearance.
  • Ability to self-start and multitask in a fast-paced environment and prioritize multiple tasks with minimal supervision.
  • Excellent analytical, critical thinking, and data mining skills.
  • Excellent oral, written skills, and organizational skills.

Required Skills:

  • 7 to 10 years of experience capturing projects within the DOD and Federal civilian market.
  • Experience using SAM, GovWin, and other research platforms.
  • Experience reviewing and analyzing solicitations for bidding decisions.
  • Experience with supporting proposal reviews and writing.
  • Experience with making cold calls to teaming partners.
  • Experience with capturing and monitoring potential bidding opportunities.
  • Ability to work effectively under deadlines and produce accurate work.
  • Exceptional communication skills including written and interpersonal.
  • Proven ability to work independently as well as collaboratively to achieve specific goals and objectives and provide recommendations for improvement.
  • Proficiency in Microsoft Office suite including Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Bachelor’s Degree.

Desired Skills:

  • Active TS/SCI security clearance.
  • Proven experience leading the successful capture of one or more $100M+ programs.

Key Roles and Responsibilities:

  • Impacts customer acquisition strategies in favor of Titanium Cobra, rapidly becoming an expert in Titanium Cobra’s capabilities and solutions; understanding how to apply our capabilities to address customer requirements and close operational gaps; is an expert in presenting this information to shape customer new business opportunities.
  • Successfully advocates internally for resources to win.
  • Manages new business identification, development and capture throughout the business development cycle from planning, targeting and gathering information through proposing and eventual closure of the capture.
  • Continuously maintains the CRM system up to date on all opportunities.
  • Develops bid & win strategies, competitive intelligence and PTW (price-to-win) for assigned pursuits.
  • Has strong relationships with current and potential new customers in NAVWAR, PEO C4I and related program offices.
  • Proactively search and analyze federal opportunities.
  • Provide technical, administrative, and analytical support across the entire opportunity life cycle, from identification through the post-proposal submission.
  • Utilize a variety of web-based tools to identify opportunities that are in line with the organization capabilities and service offerings.
  • Gather, compile, and analyze data related to new opportunity identification, and communicate findings to the team in written and oral formats.
  • Organize, plan, and support pipeline review meetings, synthesizing, aggregating, streamlining and organizing research data into logical formats to inform disposition actions for identified opportunities.
  • Conduct general market research related to potential competitors, including incumbent contracts, funding, staffing, scope of work, skill levels, etc.
  • Support in all phases of the pre and post-bid process, including but not limited to, developing capture briefing, maintaining the opportunity pipeline accurate and up-to-date and contributing to the development of various technical, management, past performance, resumes, and pricing artifacts.
  • Maintain strong relationships with key Navy customers, such as NAVWAR and PEO C4I, to drive new business opportunities.
  • Provide technical and administrative support throughout the opportunity lifecycle and conducting market research to inform business strategies.
  • Organize pipeline review meetings, compiling research data, supporting capture briefings, and assisting in the development of technical, management, and pricing documents across all phases of the bid process.

Job Type: Full-time

Pay: $170,000.00 - $200,000.00 per year
