THE POSITION

We are looking for self-starters who have a working knowledge of HR principles & practices, conflict resolution, complaint investigation, policy interpretation, and policies. DESCRIPTION OF WORK
This role is responsible for performing a broad range of employee relations personnel functions utilizing independent judgment by Investigating charges of discrimination, harassment, and retaliation filed with the Equal Employment Opportunity Commission (EEOC), PA Human Relations Commission (PHRC), and the PA State Civil Service Commission (SCSC) by current and former employees. Work includes coordinating the DHS Performance Management process; reviewing mid-year, probationary, annual, and self-performance reviews returned by DHS supervisors or staff; serving as the Learning Management System (LMS) Administrator; and working in conjunction with the DHS Performance Improvement Manager.
This position also oversees the progressive discipline process by coordinating with management and staff. Work involves interpreting and implementing county leave policy and the Family and Medical Leave Act when answering questions, providing information to employees and supervisors. Additional duties include but are not limited to conducting orientation and onboarding for all DHS new hires, preparing salary surveys and demographic reports, and attending any meetings, seminars, in-service trainings, as requested.
Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year of experience in the performance of technical human resource duties at the journeyman level, including experience in the area of the parenthetical; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
