Program Manager Job Description

  • Supervises, trains, mentors, direct service staff and oversees the day-to-day delivery of Horizon Eagle Program services.
  • Proven experience in motivating and accomplishing work through others and managing grant funded programs of similar size and magnitude.
  • Provides training to ensure team members comply with federal grant requirements for the Horizon Eagle Program.
  • Oversees the Case Management Processes to ensure clients are receiving critical interventions, resources and achieving goals as outlined in their Individual Service Plan.
  • Ensures timely submission of grant reporting through monitoring and tracking of reporting deadlines assigned to staff to ensure key performance measures are achieved.
  • Ability to create and maintain strong relationships internally & externally with research partners/evaluators, program partners and community based organizations & non-profits.
  • Ensures staff members are following proper guidelines. Assists with evaluation of program activities and expansion of program services.
  • Provides innovative thoughts and ideas to strengthen the delivery of service, and partnerships for the Horizon Eagle Program. Monitors fatherhood facilitators to ensure overall fidelity of delivery of program services.
  • Travels to partner sites to monitor delivery of program services and ensure partners are adhering to grant guidelines.
  • Responsible for monitoring outcomes of Horizon Eagle Fatherhood program provided by staff and reporting results to Chief Executive Officer and to grant funder.
  • Compiles and reports weekly, monthly, quarterly and annual programmatic activities to Chief Executive Officer and Grant Funders.
  • Resolves any concerns reported by program participants and staff members in a timely manner.
  • Works directly with Project Director to coordinate activities for randomized control study with team members. Assists with development and implementation activities for the Horizon Eagle Program.
  • Conducts weekly staff & partner meetings to keep abreast of program activities.
  • Assists with and ensures fidelity in program curriculum delivery.
  • Actively involved in raising awareness of the organization and programs within the community.
  • Responsible for overseeing Data Collection System (case management/enrollment/intake) and ensuring staff adhere to strictest confidentiality requirements.
  • Must be available to travel to grant conferences as required by grant funder.
  • Other Duties as assigned.

REQUIREMENTS:

  • Must have a Master’s or Bachelor’s Degree and/or 10 to 15 years previous experience as a Program Coordinator/Director/Program Manager overseeing a program of similar capacity and design.
  • Must have a sense of loyalty, and the ability to adhere to company and client confidentiality guidelines as well as ensure staff members adhere to those guidelines.
  • 10 plus years of previous experience managing federally funded programs which would include providing programmatic oversight, ensuring fidelity of program services as well as achieving grant goals and objectives in a timely manner.
  • Have the ability to ensure the team is meeting grant objectives/reporting requirements.
  • Experience working with individuals or families experiencing homelessness or low-income individuals, re-entry participants, military veterans in a non-profit or federal agency.
  • Ability to travel to partner agencies via: personal vehicle or via company outreach van to monitor progress of program activities IF NEEDED.
  • Must be proficient in the use of: Microsoft Office (Excel, Word, PowerPoint) skills.
  • Must possess the ability to bring a sense of innovativeness and insight that would enhance the effectiveness of the Horizon Eagle Program.
  • Ability to work a flexible schedule. Ability to move 30 lbs. without assistance.
  • Must have a thorough understanding of management principals and possess the ability to ensure accountability across all areas of a team.
  • Must have ADVANCED EXCEL experience and be able to develop ad-hoc reports, have a very clear understanding of the content of the report and have the ability to interpret the results.
  • Must have a full understanding of company and program policies and have the ability to interpret those policies.
  • Must possess critical thinking and attention-to-detail skills along with the ability to motivate staff members towards a common goal.
  • Must be a team player who is professional, friendly and courteous to all Horizon Outreach clients and staff.
  • Must possess the ability to work with a diverse multi-faceted team.
  • Must have previous experience in strategic planning, program evaluations, and fund development activities.
  • Prior experience facilitating and/or overseeing client group meetings.
  • Other Duties as assigned.

PREFERRED - Candidates with a clinical/social worker background who have worked in similar capacities (LMSW, LCSW).

Job Type: Full-time

Salary: $68,500.00 - $73,500.00 per year
