Job Summary:

Hospital Quality and Innovation(HQI) is a UNC Health department with the overarching goal of improving patient care. This position directs the development, implementation and evaluation of system-wide clinical hospital quality improvement initiatives. The position is responsible for planning and directing all HQI activities. This position establishes and maintains the objectives and strategy for the department in order to effectively contribute to executing the overarching HCS strategic plan. The System Executive Director is the primary department contact with quality leaders and improvement departments at all entity hospitals to facilitate Health Care System improvement initiatives and data reporting.

Description of Job Responsibilities:

1. Health Care System Quality Leadership- Leads the execution of the system-wide hospital-focused strategic quality plan. Coordinates with system, hospital and ambulatory leadership to develop strategic plan. Leads relationship building initiatives and quality improvement opportunity assessment with administrative and clinical leadership at all system entities. Ensures compliance with CMS and commercial payer incentive programs (e.g. Meaningful Use - Eligible Hospitals) for system hospitals using Epic. Leads the process to establish hospital quality and safety organizational quality goals and provides information to senior management. Monitors key quality and safety measures in order to implement appropriate measures to improve processes and outcomes. Collaborates with senior management to develop and implement innovative improvement models geared towards improving patient care, and efficiency. Ensures effective and efficient delivery, communication, and administration of all related programs.

2. Leading People- Leads people toward meeting the organization's vision, mission, and goals. Ensures that department goals match those of the organization and that resources are allocated to meet priorities. Establishes an environment that creates effective teamwork centered on improving clinical quality. Articulates common goals and communicates how individual roles contribute to team success.

5. Financial Focus- Leads efforts to maximize performance in CMS and commercial payers financial at risk and publicly report programs including CMS's Meaningful Use (Eligible Hospital), Value-based Purchasing, Hospital Acquired Conditions, Readmission Reduction and 5-Star Rating and the Leapfrog Survey and Hospital Safety Score. Lead development of strategic plans and reporting models. Provides information to senior leadership.

Education Requirements:

  • Bachelor’s degree in relevant field. Master’s degree preferred.

Professional Experience Requirements:

  • Ten (10) years of experience in healthcare improvement with at least seven (7) years in a management role.

Knowledge/Skills/and Abilities Requirements:

  • Detailed knowledge and experience with health care incentive and public-reporting programs including CMS's Meaningful Use (Eligible Hospital), Value-based Purchasing, Hospital Acquired Conditions, Readmission Reduction and 5-Star Rating and the Leapfrog Survey and Hospital Safety Score.
  • It is critical that individual has the ability to earn trust and build/develop relationships with others at all levels of the health care system.
  • Self-starter, who demonstrates initiative, works independently in an unstructured fast-paced environment and has the ability to manage multiple priorities with only general supervision on assigned projects and activities.
  • Must be highly analytical and possess a strong grasp of both quantitative and qualitative data necessary to find creative solutions to difficult and complex problems, many of which are abstract in nature.
  • Extensive experience in health analytics including data analysis, reporting, relational database design, development of predictive analytic models, etc.
  • Detailed understanding of hospital, clinical staff, medical supplies, department functions, and experience with hospital information systems including decision support desirable. Experience with project management processes with demonstrated ability to initiate and complete projects.
  • Ability to solve practical problems, interpret a variety of data, test model assumptions and instructions furnished in written, oral, diagram, or schedule form.
  • Demonstrates a high degree of management competency, including but not limited to leadership, collaboration, coaching, teaching, negotiation, motivational skills and conflict resolution. Demonstrates computer expertise using Microsoft Office and database software applications.
  • Excellent written, verbal communication and presentation skills and be able to make effective oral presentations to a variety of audiences.
  • Demonstrates tack and diplomacy in situations of conflict and controversy.
