Job Title: Shelter Executive Director
Classification: Full-time, exempt
Job Relationship: Works directly with the Board of Directors to set overall organizational policies and priorities. Considers and analyses the implications of proposed actions and decisions by individual areas on the whole of the organization (financial, operating, and administrative aspects).
Position Summary: Provides leadership and direction for the efficient and smooth implementation of shelter operations, including the medical department, business office, facilities, and animal placement. Directs the proper utilization of inventory, purchasing, and cash handling. Manages the organization of animal inventory and makes policy decisions regarding animal placement. Ensures quality animal care and shelter cleanliness, with a strong focus on excellent customer service. Ensures quality programming that is in accordance with the organization’s mission, goals, management, and resources. Responsible for managing budgets, supervising staff, and writing policy and procedures.
Essential Job Functions:
- Responsible for the implementation, management, supervision, and evaluation of all activities of the organization.
- Develops, implements, and monitors programs to maintain and improve the standards of humane animal care and customer services to the animals and the community.
- Ensures quality of programs and services are in accordance with the organization’s procedure and philosophy.
- Develops and implements program enhancements to ensure continued growth and progress in relation to annual and future goals.
- Develops annual goals that include timetables, procedures, and accountabilities, and periodic audits.
- Directs and supervises shelter, medical care, business office, facilities/maintenance, placement, and volunteer staff in the performance of their responsibilities, including intake, animal care, veterinary medical care, adoptions, animal transportation, animal cruelty documentation, behavior, foster care, and newly initiated programs.
- Directs and monitors all aspects of the constant humane treatment and handling of sheltered animals.
- Ensures accurate recordkeeping and maintains quality control.
- Supervises and works with veterinary providers to ensure that medical needs are identified, animals are receiving timely medical and surgical care, and that treatments are being performed in accordance with the organization’s policy, mission, and resources.
- Ensures that the organization’s shelter services are following all guidelines as set forth by the law and government contracts. Acts as a liaison at contract negotiations and ensures that all requirements are being met. Provides reports as needed. Monitors statistics on animal population.
- Maintains inventory and is responsible for monitoring all supplies.
- Actively participates in programs and projects including marketing, fundraising, outreach, volunteer programs, and organizational services as needed and appropriate. Provides programs, presentations, and training to staff and community as needed. Represents the organization at outreach events and on committees. Participates in programs and activities as an executive team member.
- Develops and maintains the agency’s emergency and disaster plans.
- Works with veterinary partners on matters concerning animal health or behavior.
- Directs the overall customer service and quality assurance programs, including regular review and follow-up on internal quality assurance alerts. Responds to specific problems and requests. Serves as a liaison to promote organization goals with public, partners, and government officials. Engages with local officials, donors, and stakeholders as it relates to animal welfare discussions and presentations.
- Manages business office functions including cash handling, data entry, and daily transactions.
- Monitors the maintenance, cleanliness, and sanitation of equipment, animal care, and customer service areas.
- Monitors programs to ensure compliance with OSHA regulations. Monitors safety compliance of staff and takes immediate action to correct hazards.
- Creates policy and monitors all aspects of shelter care, including cleanliness, feeding, housing, and traffic.
- Manages financial aspects of shelter operations:
- Develops and reviews budgets and financial reports. Assists in the development of an annual budget for operational divisional activities and ensures that it is adhered to. Maintains department monthly and yearly statistics.
- Plans and schedules the maintenance and repair of facilities and vehicles; determines the maintenance needs and identifies the costs associated with the planned maintenance and repair programs. Researches and develops plans for new construction, renovation, and vehicles. Proposes and oversees capital expenditures and projects in division to meet budget timelines.
- Responsible for financial management monitoring including all revenues, expenses, endowment funds, and investments.
- Develops and maintains policies and controls for financial functions.
- Manages the development and monitoring of overall organizational and departmental operating budgets.
- Responsible for managing all accounting processes including allocations and designation to ensure accuracy and timeliness.
- Continuously realigns all aspects of the organization's operations and support services to facilitate and reinforce the effectiveness of strategic plans. This includes realigning key business processes, the organizational structure, management practices, communications, and the development and deployment of staff.
- Assesses and analyses the financial, administrative, and operational implications of proposed actions and decisions by individual areas and departments on the whole of the organization.
- Develops and implements basic human resource functions:
- Job descriptions, performance reviews, professional development, leave tracking.
- Responsible for hiring, firing, coaching, evaluations, and training programs.
- General management of all aspects of organizational HR requirements and responsibilities, including creation of economies and effectiveness.
- Performs other duties as assigned, including but not limited to:
- Flexible with scheduling and is available when away from the facility as needed to meet the needs of the organization.
- Promotes and follows safety guidelines to ensure a safe work environment. Takes immediate action to address any safety concern or noncompliance with OSHA safety rules that could put an employee, volunteer, client, animal, and organization at risk.
- Promotes communication and cooperation between organization’s departments and integration and utilization of volunteers.
- Actively supports departments, staff, and volunteers and promotes the development of skills related to the advancement of our goals and mission. Always represents the organization in a professional and courteous manner.
- Actively promotes the organization’s mission, services, programs, and events. Informs clients and constituents of donation opportunities as appropriate, cultivating relationships with current and potential donors. Actively solicits donations; ensures department staff and volunteers solicit donations.
- Provides professional credibility to the organization’s endeavor to help animals.
- Is visible to staff, communicates with directors on significant developments within the department.
Qualifications/Requirements:
- University graduation in business or a related field, professional accountant, or an equivalent combination of education, training, and experience.
- Individual must possess a minimum of years leadership including five years in a senior management capacity with a complex not-for-profit organization involving a significant number of people and organizations with diverse and varied interests and backgrounds.
- Able to lead and motivate groups and individuals. Able to think creatively and strategically to successfully mediate and negotiate with individuals and groups internally and externally. Able to effectively manage staff, multiple deadlines, and tight time constraints.
- Excellent written, verbal, and interpersonal communication skills.
- Minimum high school diploma required.
- Must have a STATE driver’s license.
- Must be able to lift at least 50 lbs.
Knowledge and Skills:
- Knowledge of effective management techniques and ability to utilize them to promote full performance and high morale.
- Ability to work in a fast-paced environment with a variety of people.
- Ability to identify and understand problems and determine appropriate measures to solve them.
- Efficient Microsoft Office user able to maintain and use a variety of records to prepare statistical and other reports.
- Experience in animal behavior, health, handling, & care in a shelter environment strongly preferred.
- Excellent communication and leadership skills. Ability to express ideas clearly, both orally and in writing. Exercises good judgment when dealing with the public, staff, and volunteers.
- Detail oriented. Able to prioritize and perform duties efficiently and effectively with appropriate independence.
- Committed to maintaining the integrity of the organization’s client service programs, high standard of animal care, and promoting our mission to foster compassion and end animal suffering.
Time commitments / Expectations:
- Averages 40 Hour work week.
- Must be available to work weekends and occasional evenings.
- Attending offsite continued education seminars or meetings is required.

Working Conditions:
Work is performed constantly in an animal shelter that operates seven days per week with exposure to animals, including some with questionable health and temperament concerns, high noise levels, zoonotic diseases, and cleaning agents. The person in this position needs to regularly move about the shelter to provide care to shelter and clients’ animals. Regularly operates a computer and other office equipment (i.e. calculator, copier, and printer). Occasionally positions self to handle animals of all sizes in a variety of areas and positions (low cages, high cages, on tables, on the floor, in vehicles, etc.). Constantly communicates with clients, staff members, and volunteers who have inquiries and must be able to exchange accurate information in these situations. Occasionally moves animals weighing up to 50 pounds (i.e. through the shelter on leash or using other safe restraint and animal handling equipment, into and out of cages in the shelter, onto and off exam tables).

Pay: $60,000.00 - $85,000.00 per year
Expected hours: 35 – 50 per week
