The Director of Compliance is responsible for ensuring portfolio-wide compliance with all governing programs, regulations, and statutes with which the Northwest Real Estate Capital & Tamarack Property Management (hereinafter referred to as the Company) portfolio is involved. Through their knowledge of relevant programmatic requirements, this person will provide direction and oversight of property management functions necessary to maintain compliance with relevant affordable housing programs, including Low Income Housing Tax Credit, Project Based Rental Assistance including but not limited to HUD/Section 8, Rural Development and Multifamily Tax-Exempt Bonds. ESSENTIAL FUNCTIONSThis person leads the Compliance Department, maintaining knowledge of all governing programs, regulations, and statues with which the Company's portfolio is involved. With this knowledge, the Director of Compliance will create the policies necessary to adhere to relevant program requirements, providing clear direction to the regional and site property managers regarding program rules and subsequent policies, and collaborating with the Learning & Staff Development Department on trainings and materials needed to further understand the compliance processes. Oversight and Direction:Pursing and maintaining current, comprehensive knowledge of the full scope of compliance programs with which Company's owned and third-party properties must comply. Monitoring changes in regulatory guidelines for all property types and update Company policies as necessary, collaborating on these changes and the communication of them with the Property Management and Learning & Development Departments.Tracking and communicating, over the length of the compliance period, the commitments made during the rehabilitation of properties.Developing and monitoring the process for transitioning existing and newly acquired properties into the Tax Credit program, including supervising the approval of first year tax credit files.Overseeing relationship with RightSource: maintaining awareness of relevant HUD, and Housing Finance Agency (HFA) requirements, local housing authorities, and communicating with RightSource regarding necessary changes and improvements, and updating the Company team on process changes.Reporting:Maintaining and reporting on comprehensive information to communicate the status of compliance with critical programs to managers, directors, executives and others with a need to know.Drafting AFHMPs, Tenant Selection Plans, and other similar documents for managed sites; tracking updated submission due dates and coordinating document submissions to regulators.Responding to reporting requirements of investors, through collaboration with RightSource.Other duties as requested.SKILLS REQUIREMENTSAble to work with sensitive material and meet multiple deadlines.Experience managing multiple projects.High attention to detail.Ability to multi-task and to meet deadlines.Ability to communicate professionally and effectively with co-workers, residents, vendors, executive leaders, and corporate staff.Ability to work independently.Strong leadership skills.Expertise with Microsoft Office (Excel, Word, Teams, and Outlook).Accessible after hours for emergencies.CORE COMPETENCIESProblem SolvingCustomer ServiceInterpersonal & Communication SkillsLeadershipResults DrivenQuality ManagementDependabilityInnovationStrategic ThinkingRespectIntegrityTrustAccountabilityCommitment To Safety, The Job & OrganizationEXPERIENCE REQUIREMENTSExpertise with Project-Based Section 8 and Tax Credit programs.Expertise with Rent Caf--/Right Source and Yardi programs and requirements.Minimum of 5 years of related experience in affordable housing compliance.EDUCATION REQUIREMENTSCPO/SHCM or equivalent in affordable housing programs HUD, Rural Development & Tax Credit. The Director of Compliance will be a member of the Senior Leadership Team and will report to the President. S/he will work from the corporate office with some travel to sites necessary. May include hybrid work from office / home arrangement. TRAVEL REQUIREDYes; Ability to travel out of town & overnight to property sites and conferences.
