Summary: The Smithsonian Institution (SI) is the world’s largest museum, education, and research complex dedicated to the increase and diffusion of knowledge, with 21 museums and the National Zoo. This position is in the Office of the Chief Information Officer (OCIO), Financial Management Systems Division (FMSD), Office of Systems Modernization (OSD). The Smithsonian's information Technology needs are led and provided by the Office of the Chief Information Officer.

Responsibilities: The IT Specialist (APPSW) serves as a lead System Developer performing a wide range of software engineering, system development, methodology development and evaluation of activities, such as developing project schedules, budgets, ensuring the execution of the schedules and budget. In this position, you will:

  1. Lead and direct other Information Technology Specialists as well as multiple contractors, in project management SDLC (System Development LifeCycle) activities including requirements gathering, analysis, design, development, configuration, testing, deployment, maintenance, and enhancement of complex and large-scale, advanced technology automated information system (AIS) projects.
  2. Lead development activities using the following software development and configuration tools:
    1. FedRamp approved ServiceNow Portal on the Now platform
    2. Oracle PeopleSoft 9.0 or higher PeopleTools
    3. Oracle PeopleSoft 9.0 or higher PeopleCode
    4. SQL Tools such as Toad and SQL Developer.
  3. Use generally accepted accounting/business standards and reporting requirements as defined by sources.
  4. Lead a team to develop and implement software integrations for data exchange between systems based on database structures and application functionality.

Requirements:

Conditions of Employment: Requires career/career-conditional status or eligibility. Males born after 12/31/59 must be registered with Selective Service. Qualifications:

GS-14 Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-13 level in the Federal Service or comparable pay band system. For this position, specialized experience is defined as work experience participating on a team working on the development and implementation of enterprise software which is mandatory to include:

  1. Oracle PeopleSoft PeopleTools software development for custom Oracle PeopleSoft Financials 9.0 or higher software and 3rd party integrations, and
  2. ServiceNow Portal software using the Now platform.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience.
