Position Details
This is an open and promotional recruitment to establish an eligibility list to fill the current vacant position. The eligibility list will also be used for to fill any vacancies which may occur within a period of one year, or until the eligibility list is depleted. The current vacancy works 8 hours per day, 12 months a year.
The recruitment process will consist of a written examination and a structured interview.
BASIC FUNCTION:
Under the direction of the Director-Fiscal Services, perform a variety of technical payroll accounting duties to assure District employees are paid in an accurate and timely manner; prepare, process, maintain and assure accuracy of a variety of employee payroll and benefits information, forms, documents, records and reports.
Essential Duties and Knowledge, Skills, and Abilities
ESSENTIAL DUTIES:
Perform a variety of technical payroll accounting duties to assure District employees are paid in an accurate and timely manner; receive, review, verify and process various payroll records and documents; calculate a variety of payroll-related data.
Process hourly and salaried payroll as assigned; receive and audit employee timesheets and related documents; input, code and adjust time sheet information including deductions and contributions into an assigned computer system.
Establish and maintain detailed permanent payroll records for District personnel; process, input and update a variety of data including pay rates, deductions, benefits, work sites, contributions, tax withholdings, position changes, vacation and sick leave, employee status and other information.
Serve as a technical resource to employees concerning employee benefits and payroll functions; respond to inquiries and provide technical information concerning related deductions, taxes, paychecks, contributions, forms, transactions, requirements, practices, policies and procedures.
Receive, process and prepare insurance billings for payment; issue, distribute and verify accuracy of insurance vendor payments; compare and reconcile insurance billings with benefits records and reports and audit for accuracy; identify discrepancies and make adjustments as appropriate.
Research, compile, prepare and revise payroll and benefits data; prepare and maintain a variety of financial and statistical records, statements and reports related to payroll, benefits, employees, vendors, income, payments and assigned activities.
Enroll, add and delete employees to and from various benefit plans; compile, assemble and disseminate enrollment packets and benefits options notifications; prepare, distribute, collect, review, prepare, process and evaluate employee benefits forms and applications; process benefit adjustments.
Input, code and update a variety of financial and statistical data in an assigned computer system; establish and maintain various automated records and files; initiate queries, develop spreadsheets and generate a variety of computerized reports and statements; assure accuracy of input and output data.
Compile, calculate and reconcile billings for medical, dental, vision and other benefits for active and retired employees; collect, process and follow up on active, former and retired employee insurance payments; prepare and distribute deposits.
Balance, audit, reconcile and adjust various payroll and benefits funds and accounts compare and reconcile forms, statements, records, reports and other financial documents; identify, investigate and resolve financial issues, errors and discrepancies.
Communicate with District personnel and outside agencies to exchange information and resolve issues or concerns; verify employment for outside agencies as requested.
Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software.
Process and update employee records with direct deposit information as requested; process special payroll and benefits transactions such as corrections, changes, adjustments, reimbursements and retroactive payments as needed.

Entrance Qualifications
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school supplemented by college-level course work in accounting or related field, and two years increasingly responsible experience processing employee payroll.
Selection Process/Additional Information
Candidates who meet the minimum requirements, as demonstrated in their application materials, will be required to successfully complete a competitive testing process to measure the knowledge, skills and abilities necessary to perform the essential functions of the job, which may consist of a written examination, a training and experience evaluation, a performance evaluation, and/ or structured oral interviews. The candidates achieving the top three ranks of the appropriate eligibility list will be referred for a final selection interview. The Eligibility List resulting from this examination may be used to fill vacancies in related job classifications for which no Eligibility List exists (Ed Code 45272).

Pay Increases: New classified employees are typically placed on the first step of the assigned salary range. Step increases occur annually until Step 5 is reached, after which longevity steps are allocated in accordance with years of service.
Benefits: Employees working 4 hours per day or more will be provided an option of Anthem Blue Cross HMO or Kaiser health benefits, as well as Delta Dental and EyeMed Vision benefits; employee contribution amounts are shared with the District and vary depending on number of hours worked per day. (Employees may opt out of medical, dental and vision insurance but may require to provide proof of other health coverage.) The district also pays into a life insurance policy for all employees who work at least 4 hours per day. Additional options for life insurance and disability insurance are available.
Vacation: New employees earn vacation time on a basis of 1 day for each month in paid status, resulting in up to 12 days of vacation time per year, prorated based on months worked per year. Employees with years of longevity may earn up to 25 days of vacation time per year, prorated based on months worked per year.
Holidays: Employees are allocated up to 15 scheduled holidays and 2 floating holidays per year; holidays are prorated based on months worked per year.
Sick and Personal Necessity: Employees earn sick leave on a basis of 1 day for each month in paid status, resulting in up to 12 days of sick time per year. Employees may use up to 7 days of their sick leave balance each year for personal necessity purposes.
Retirement: Retirement: Employees working 4 or more hours per day and those already contributing to CalPERS will be automatically enrolled into CalPERS upon hire. The District's CalPERS formula is 2% at 55 for employees enrolled with CalPERS prior to 12/31/2012 and 2% at 62 for employees who have already or will enroll into CalPERS as of 01/01/2013 or afterward. Employees working less than 4 hours per day will be included in an alternative retirement plan based on the use of pretax contributions.
