Your Role:
As the IT Manager of Business Systems , you’ll be at the helm of the enterprise systems that keep Portland International Airport, marine terminals, and our commercial properties operating seamlessly. You will manage core business applications across Finance, Human Resources, Asset Management, Project Portfolio Management, and many other areas ensuring not only their optimal performance but also their strategic evolution.
In addition to overseeing these vital functions, you’ll lead a talented team of professionals engaged in business process improvement, enterprise systems administration, software development, data integration, and project coordination. Your guidance will foster reliability and security in our enterprise systems that drive efficient operations across Port departments. This is a hybrid position, requiring 3 days in the office and 2 days working remotely to foster collaboration. These 3 core days (Tuesday-Thursday) of in-office work are firm and non-negotiable due to the need to support our 24/7 operations effectively.
Management Duties
- Manage the Port’s Business Systems IT team, focusing on operational technologies, business applications, systems integrations, and data architecture.
- Oversee staff in implementing and supporting specific business and operational functions in alignment with enterprise and business system support requirements.
- Conduct coaching conversations, merit reviews, and participate in Port recognition programs to develop, mentor, and train staff members.
- Handle the hiring of individual team members and maintain an effective and cohesive team dynamic.
- Develop operating and capital budgets, including ongoing plans for applications and operational technologies, coordinating renewal and replacement with other IT managers and staff.
- Provide technical consulting services to Port departments and serve as a liaison to vendors and service partners.
- Participate as a member of the Port’s information technology management team to coordinate plans, goals, and service delivery.
- Manage or oversee the delivery of technology modernization projects and upgrades, aligning them with overall program goals, software lifecycles, and customer objectives.
- Lead or support IT resources on projects, allocating necessary resources (staff, time, budget) and collaborating closely with other IT teams and business partners.
- Develop schedules and cost estimates for IT elements of projects, ensuring timely completion while meeting reporting and budget requirements.
- Adjust project parameters as conditions change and serve as a resource for IT team members and business partners, collaborating to explore technologies that meet business needs.
- Ensure reliable operational support and effective management across the assigned portfolio of systems.
- Maintain up-to-date information on systems within the portfolio, including support requirements and processes.
- Coordinate with other IT teams on appropriate operational and customer support processes.
- Oversee vendor management for purchased software solutions and provide oversight to ensure that solution integrations are monitored and maintained.
- Collaborate with other Port teams on procurement and contracting activities, such as solicitations.
- Review applications to assess ongoing operational implications and application life cycle planning.
- Work with other IT teams to ensure a secure application and data environment.

- Bachelor’s degree in Information Technology, Business, Computer Science, or a related field
- OR equivalent combination of education and relevant experience.
- Master’s degree preferred.
- At least 6 (six) years of experience supporting core business operations from an IT perspective, including enterprise systems and applications.
- At least 3 (three) years of experience in team leadership for technology implementations and/or mid-level management.
- PMP, PMI-PBA, CBAP, or related credentials preferred.
- Candidates may be required to successfully pass and maintain security clearance relevant to assigned duties, such as SIDA (Security Identification Display Area), TWIC (Transportation Worker Identification Credential), and CJIS (Criminal Justice Information Systems).

Selection Process & Projected Timeline (dates subject to change):
- Minimum Qualification Evaluation: During the week of November 10, Human Resources and the Hiring Manager will evaluate the education, training, and experience outlined in submitted application packets.
- Subject Matter Expert (SME) Evaluation: A panel of internal Subject Matter Experts will assess your experience and training based on your application materials and responses to the supplemental questionnaire.
- Interview Scheduling: Our goal is to schedule first-round interviews with candidates who successfully pass the SME evaluation during the week of November 3. The first round will typically involve the recruiter and the hiring manager. Second-round panel interviews are planned for the week of November 13 and will include the hiring manager, the recruiter, and other internal stakeholders.
