Requirements

The Client Headquarters Department of Safety & Security is seeking the services of a Program Manager (PM) and/or a Records Management System (RMS) professional to demonstrate an ability to review and manage data compiled through the use of the Client's designated RMS System. Under the direction of the cognizant Director Data Information and Analysis, the RMS Consultant will be responsible for the successful RMS application process map, design, collaboration meetings, implementation and roll out.

RESPONSIBILITIES

  1. Support the Client's Department of Safety & Security by obtaining security-related information through various sources and Client agencies.
  2. Scanning for common statistical data.
  3. Compile data fields, enter data, and assign priorities for data collection and gathering.
  4. Clarify and structure data to ensure it is suitable for reporting and analysis.
  5. Design and develop action plans.
  6. Host collaboration meetings with other agencies & departments & keep participants and stakeholders appraised and on track.
  7. Integrate Standard Operating Procedures (SOP’s).
  8. Ensure the final RMS product meets Agency needs.
  9. Develop a rollout schedule.
  10. Assist the Client in RMS rollout.
  11. Implement measures to ensure Agency-wide implementation.

RISKS (required by Client Risk Management)

  1. Describe the type of work consultant: Desk work only.
  2. Whether any work will be performed within 50 feet of track right-of-way (yes or no): NO.
  3. Whether the work may involve areas with environmental risks (lead, asbestos) -- substantial or minimal (yes or no): NO.

DELIVERABLES

  1. Develop an action plan integrating with other Client Agencies and systems.
  2. Develop a “roll-out” schedule.

QUALIFICATIONS, EXPERIENCE & EDUCATION

  1. A Bachelor’s degree issued after the completion of a four-year program at an accredited college in Criminal Justice, Project Management, Business Administration, Information Technology, Security Management or a related field, or a satisfactory equivalent combination of education and experience.
  2. Proven written and oral communication skills in English.
  3. Solid experience in working with Program Management and related databases.
  4. Excellent analytical skills with the ability to dissect large amounts of data.
  5. Strong communication skills and the ability to effectively convey complex information.
  6. Experience in the Security and/or transportation industry is considered a plus.
  7. 4+ years of experience in developing Reporting and Dashboards.
  8. Proven ability to act in a professional manner and maintain a positive attitude.
  9. Proficiency in Microsoft Windows based operating systems, Microsoft Office, and other applications.
  10. Ability to work in a multi-faceted, fast-paced and high-intensity emergency environment while maintaining a calm and professional demeanor.
  11. Proven ability to make critical decisions based on current data, past experience, and business rules.
  12. Good communication skills to translate business requirements into Dashboards and Reporting.
  13. Proficient in MS Office applications, Word, Excel, PowerPoint, Project, and other applications.
  14. Proven ability to effectively complete multiple critical parallel/concurrent tasks (multi-tasking).
  15. Excellent oral, written, and presentation communication skills in relating technical information to non-technical personnel.
  16. Excellent inter-personal skills including the ability to work with individuals at all levels of the organization.

Specialized Knowledge Preferred

  1. Previous administration, operation, or maintenance/installation experience with computer records management systems.
  2. Geographical familiarity with the New York Metropolitan region.
  3. Previous experience in mass/public transportation systems.
  4. Familiarity with RMS computer systems and databases.
