Internal applicants will be considered before external applicants.Monday-Friday 8:30am-4:30pm (in person)Pension retirement plan (20 years of service = full retirement at age 55 OR any # of years = full retirement at age 60)Medical/Prescription/Dental/Rx all offered at one rate (% of salary)PPO or High Deductible PPO with employer HSA contribution11 paid holidaysJob DescriptionGENERAL PURPOSE The MH Program Specialist 1 Forensic Programs position is an administrative position responsible for the monitoring and oversight of Forensic MH programs and initiatives.SUPERVISION RECEIVED This position reports directly to the Deputy Mental Health Administrator.SUPERVISION EXERCISED This position may be responsible for the supervision of professional, sub-professional, and clerical staff.ESSENTIAL DUTIES OF THE POSITION Meets on a regular basis with Forensic Mental Health service providers either individually or in groups to identify and address program and/or provider specific concerns/issues.Works with PSII to ensure that required quality improvement and other program reports are received on a timely basis from providers.Compiles and analyzes provider data in order to prepare and submit required county and state reports.Participates in the completion of required state reports, surveys and other needed service information gathering instruments.Directs the development and implementation of policies and procedures relating to Forensic MH services.Provides technical assistance to providers to promote successful re-entry planning, recovery, best practices and adherence to CSP (Community Support Program) principles.May participate in complex case planning for criminal justice involved consumers identifying needed programs and supports as needed.May facilitate FACT meetings. Assists with the collaboration among providers, forensic agencies and County for system development and identification of needs as needed.Works closely with county jail, state prisons, Norristown State Hospital and other forensic settings to assure that communication, re-entry planning and referral to community programs is appropriate and needs-based.Coordinates and represents Northampton County MH in Mental Health Diversion Court. Attends MH Court team meetings and hearings with the MH Court CW II.Oversees and directs NCMH Crisis Intervention Team (CIT) law enforcement training program.Participates in NC Stepping Up initiative.Participates in NC Criminal Justice Advisory Board (CJAB).Assists in the development of annual Mental Health Plans and other activities to identify unmet needs.Seeks out MH Grant opportunities and completes grant applications when applicable.Assists with development and implementation of new forensic programs and services when applicable.Attends forensic in-service and other trainings/conferences to enhance working knowledge of forensic mental health issues.Maintains confidentiality at all times while performing all duties and responsibilities in accordance with current regulations and policies covering client records.Performs other related duties as required.*An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.REQUIRED MINIMUM QUALIFICATIONSEDUCATION & EXPERIENCE -- Two ( ) years of professional level experience in the field of mental health and a bachelor's degree; ORAny equivalent combination of experience and training.Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator's license. Must have an acceptable driving record. Personal vehicle required for County business, employee is eligible for mileage reimbursement.KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of the principles and practices of mental health program planning and development as it relates to the implementation of direct services and operational procedures in County MH/DP Programs.Knowledge of modern basic management principles and practices.Knowledge of current social, economic, and health problems and resources as it relates to the field of mental health.Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or mentally disabled adults and/or children.Knowledge of the structure, organization, and methods of public and private mental health agencies and institutions.Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.Knowledge of federal, state and county legislation, policies and procedures related to the mental health delivery system.Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination.Ability to aid in the development and coordination of mental health program plans.Ability to establish and maintain effective working relationships with public and private contract providers, community groups, and county and state officials and agency staff.Ability to make clear and pertinent statements, orally and in writing.TOOLS AND EQUIPMENT Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.The employee must occasionally lift and/or move up to 25 pounds.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
