Position Summary:
This position is responsible for the administration of all personnel policies, procedures, and processes including recruitment, employee relations, benefits administration, compensation practices, performance management, progressive disciplinary actions, and confidential personnel records management.

Duties and Responsibilities:

  • Administers personnel policies, procedures, and processes in a fair and consistent manner throughout the organization;
  • Seeks timely and appropriate resolution of all employee relations issues whenever possible with approval of the Tribal Chairman;
  • Coordinates the Appeals Panel at the request of the Tribal Chairman;
  • Coordinates the recruitment and selection of candidates with preference provided to RSIC tribal members and members of other federally recognized tribes in accordance with the Indian Preference Act (Title 25 USC 472 and 473);
  • Publishes weekly listing of all open positions and ensures distribution through e-mail and appropriate media;
  • Develops and/or revises job descriptions and appropriate classification and compensation levels to ensure internal equity and competitive rates in order to attract and retain qualified candidates;
  • Provides new hire orientation, completes new hire paperwork and integrated HR/Payroll data entry on Fundware;
  • Prepares and maintains confidential personnel files and related documents;
  • Oversees compliance with FMLA, ADA, FLSA, tribal laws, federal laws and all other related personnel policies and procedures as approved by the Tribal Council;
  • Negotiates and administers employee benefits including medical, dental, vision and life insurance, the 401(k) Plan and Workers’ Compensation;
  • Negotiates the annual General Liability Policy; coordinates internal training and development classes consistent with organizational needs;
  • Coordinates the annual performance review process and written evaluation forms;
  • Provides counseling, career development, mentoring, and other assistance to RSIC employees, tribal and community members as requested or needed;
  • Conducts annual validation of drivers’ licenses for employees required to operate RSIC vehicles in compliance with the RSIC Vehicle Insurance Program;
  • Provides employment confirmation, references, and other information as requested by agencies, organizations, and employers with written waiver by employee or ex-employee;
  • Represents RSIC on the Inter-tribal Human Resources Forum;
  • Coordinates with local resources to provide job training programs for tribal and community members;
  • Serves on the RSIC Safety Committee and IT Committee;
  • Attends all monthly Managers’, Directors’ and Tribal Council meetings and prepares written reports, memo, fliers, and public presentations to ensure receipt of timely information on HR-related matters;
  • Develops the Human Resources budget and monitors all expenditures;
  • Maintains the strictest level of confidentiality in all matters, written or otherwise, concerning recruitment, employment status, disciplinary matters, terminations, compensation and benefits administration, workers’ compensation, and personnel records management and retention;
  • Performs all other duties as assigned by the Tribal Chairman.

Minimum Qualifications:

  • A Bachelor’s degree from an accredited college or university and/or at least five (5) years of Human Resources managerial experience including the training and development of staff;
  • Moderate to advanced computer skills with experience in the selection and implementation of an integrated HR/Payroll system;
  • Ability to communicate successfully in English both verbally and in writing, often in public meetings;
  • Ability to research, read, interpret, and present complex tribal and/or federal laws, procedures, policies, and regulations including but not limited to: FLSA, FMLA, ADA, COBRA, SIIS, Civil Rights Act Indian Preference, and other matters related to the effective administration of Human Resources policies and procedures;
  • Knowledge of compensation trends, practices, comparables, and legal issues as evidenced by prior work experience;
  • Knowledge of health, life, and workers’ compensation insurance and appropriate and affordable benefit programs as evidenced by prior work experience;
  • Knowledge of community-based resources for job training, career development, and advanced education including ITCN, JTPA, Nevada Urban Indians, CSA, and other federal, state, and local organizations;
  • Ability to work evenings and weekends as requested or required by the Chairman and Tribal Council;
  • Eligibility for participation in the RSIC Vehicle Insurance Program.

PLEASE NOTE: Hiring preference will be given to qualified members of the Reno-Sparks Indian Colony followed by other federally recognized tribal members.
Must pass and comply with the HR Policy 164.905- PL101.630.

Job Type: Full-time

Pay: $100,000.00 - $103,313.60 per year
