Job Duties

The Alexandria Health Department (AHD) is seeking an experienced, self-motivated candidate to join our public health team as a Public Health Informatics Specialist Senior. The position is highly valued for the ability to assess data and systems issues, evaluate solutions, and communicate rationale for implementation recommendations. This position is essential in increasing our efficiency and our ability to prioritize, monitor, and achieve our operational and public health goals. Since the subject matter expertise of this position is applied across our organization, this individual collaborates with a variety of highly dedicated public health professionals: Our leadership team, epidemiologists, environmental health specialists, communications, population health staff, nurses, and administrative staff. The position is also crucial in providing support during public health emergencies.

A good fit for this position will enjoy working with cross-disciplinary teams, have effective oral and written communication skills, and thrive on establishing and maintaining effective working relationships with internal and external partners. The individual should want to embrace the challenge of practicing critical thinking and creative problem solving in routine work and in high-pressure, emergent situations.

This position serves as an intermediate-advanced level public health informatics specialist providing public health informatics expertise for multiple program areas within a local health district. Responsibilities may include oversight of planning, policy development, system analysis, communication, project management, implementation, evaluation, and maintenance with respect to public health data and informatics for multiple program areas. Serves as a subject matter expert with a focus on interoperability across the agency, data standards across multiple program areas and implementation of Meaningful Use program criteria for respective program areas. Characteristic duties include coordination and analysis of public health data to include importing, exporting, reporting, visualization, and statistics. Responds to and researches complex database inquiries and coordinates with contractor(s) as needed. Develops standardized policies and procedures in accordance with regulatory processes for public health issues as they relate to assigned program areas. Manages and updates master list of Public Health codes and nomenclature for assigned program areas. Collaborates with internal and external stakeholders to identify gaps to improve use of database(s). Ensures collection, monitoring, analysis, distribution, accuracy, and consistency of data; identifies emerging trends and develops electronic messages or notifications based on findings. May write and track grants for assigned program area(s).

Minimum Qualifications

  • Demonstrated experience and comprehensive knowledge of health informatics to include ability to conduct or support informatics and scientific projects and studies, architecture management and implementing data and information standards.
  • Considerable knowledge of data dissemination and data quality assurance techniques.
  • Ability to write clear and concise reports in support of complex programs.
  • Ability to communicate technical information to a variety of audiences.
  • Comprehensive knowledge of and ability to apply applicable federal and state laws, policies, and procedures.

Additional Considerations

  • Able and willing to conduct work on weekends and evenings on a regular basis during times of public health emergency response.
  • Expert understanding and knowledge of data cleaning, statistics, analytical methods, program evaluation, survey design and deployment, performance measurement and management approaches, data collection, public dashboarding, data visualization.
  • Proficiency and applied experience with relevant software and languages including:
  • Data visualization and dashboard software (e.g. Tableau)
  • Data collection and management software (e.g. REDCap, PostgreSQL)
  • Geographic information software (e.g. ArcGIS)
  • Computer program development software (e.g Visual Studio)
  • Code repositories (e.g. Jupyter Notebooks, GitHub)
  • Process automation software (e.g. Power Automate)
  • Languages such as Python, PowerShell, Anaconda, CMD Line.
  • Familiarity with the principles of HIPAA and sensitive data security.
  • Awareness of FHIR/HL7 Standards.
