MINIMUM QUALIFICATIONS:
- Four years of professional experience in budgeting, accounting, auditing or financial planning or analysis work.
- Successful completion of the due diligence process, to include but not limited to, a Level II background check.
Preference given to applicants who possess the following:
- Knowledge of state FLAIR system.
- Knowledge of the General Appropriations Act.
- Knowledge of the operating budget.
- Knowledge of state and government accounting principles, practices and procedures.
- Knowledge of LASPBS system.
- Knowledge of BAPS.
- Knowledge of MS Word, Excel, and Outlook.
- Ability to create, update and maintain computer spreadsheets with complex formulas and pivot tables.
- Ability to communicate clearly and effectively and convey ideas both verbally and in writing.
- Ability to prioritize workload and ensure proper and timely completion of assignments, including multiple and complex projects
- Experience creating and entering journal entries into an accounting system.
- Proficient working with web-based accounting internet research.
This is a professional budgeting position within the Florida Department of Veterans' Affairs requiring the exercise of independent judgment in the performance of duties work. The incumbent is required to provide guidance to staff and answer complex budgetary questions on behalf of the Budget Analyst C when needed. The position is assigned to the agency's Budget Analyst C.
Responsible for compilation, reporting and monitoring of agency's budget related activities:
- Prepares the Budget Report for all budget entities, updates and reconcile the workbook to the Schedule of Allotment (DMAR052 and DMAR053) reports monthly.
- Creating and/or editing narratives for budget amendments and ensuring that these documents are clear and concise.
- Monitor budget authority, appropriation and releases, and gather information for budget amendments.
- Assists with the creation and preparation of the annual Legislative Budget Request for the agency. Provides interpretation of budget issue analysis for consistent application. Provides management oversight and guidance throughout the budget process and legislative budget request submission.
- Create transactions 20, 21, and 22 spreadsheets for the budget team to enter the budget into FLAIR.
- Reviews the Rate Review, Overtime, and Vacancy reports monthly.
- Prepares complex excel spreadsheets for supervisor and agency senior management as well as Senate, House and Office of Policy & Budget as needed.
- Assists or facilities the weekly OPB Budget meetings.
- Assists or facilitates spending plan meetings as needed.
- Assists with planning workloads, workflows, deadlines, work objectives and time utilization.
- Assist with the entries of allotments, appropriations, approved budget, and release budget authority in the FLAIR system. Review schedule of allotments reports by Level three monthly and consult Budget Analyst C Supervisor of discrepancies and correction that are needed.
- The incumbent in this position will be the back-up for reviewing and approving Purchase Requests for all budget entities within the agency for completeness and accuracy. Ensure all budgetary codes are correct on the Purchase Request. Monitor budget authority and releases for availability of funds before purchases are finalized for approval.
- The incumbent will assist in the transition from the FLAIR system to Florida Palm system for the agency.
