What We Offer

  • A general salary increase (GSI) of 3.5% effective December 22, 2024.
  • Educational Incentive – An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5% for completion of a graduate’s degree.
  • Flexible Workweek – A compressed work schedule (e.g., 9/80 workweek) may be available for some positions.
  • Vacation Accrual – New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
  • Vacation Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Sick Leave – Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Health Plans – You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

The Department

The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position

Working within the Public Safety Services Division of the Information Technology Services Department (ITSD) as part of the support team embedded at the Ventura County Fire Department’s (VCFD) headquarters, under general direction, incumbents are responsible for planning, leading and/or performing: application requirements definition, system component mix and architecture definition, application design, application development, and system implementation. Responsibilities may also include the technical supervision of subordinate analysts and programming staff.

The Ideal Candidate

The ideal candidate will have thorough, contemporary experience in developing and organizing project documentation, facilitating project meetings, leading testing and implementation processes, and transitioning the administration, use, and maintenance of new systems to customers.

The Applications Architect/Supervisor position is represented by the Service Employees International Union (SEIU), Local 721 and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including temporary and Fixed Term), Intermittent, and Extra-Help vacancies within the Information Technology Services Department. There is currently one (1) Regular, Full-time vacancy.

TENTATIVE SCHEDULE

OPENING DATE: Monday, September 16, 2024

CLOSING DATE: Monday, October 21, 2024

Duties may include but are not limited to the following:

  • Conduct stakeholder interviews to organize, prioritize, and scope business system requirements, model use cases, and develop Project Definition and Traceability Matrix documents;
  • Manages large projects lasting up to 24 months, with budgets up to $300k, and dozens of stakeholders or users;
  • Demonstrates strong technical writing, organization, and communication skills, executed through a strong proficiency using Office 365, particularly Word, Excel, Visio Professional, Project, SharePoint/Teams, and PowerPoint;
  • Serves as interim system administrator during implementation of new or upgraded systems, transitioning this role to support staff after implementation;
  • Designs and builds security roles and permission groups for new or upgraded systems;
  • Works with support team and stakeholders to develop and execute test, training, implementation, and maintenance plans;
  • Performs other related duties as required.

EDUCATION, TRAINING and EXPERIENCE

Extensive experience in computer systems analysis, design, and programming and serving in a technical lead capacity over programming staff and/or programmer analysts which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by possession of a Bachelor’s degree in Information Systems, Computer Science, or a related field and three (3) years of systems analysis and programming experience; or , one (1) year of experience as an Information Systems Analyst, or Data Systems Analyst within the County of Ventura, Information Technology Services Department. Additional years of qualifying experience may be substituted for the college education on a year for year basis.

NECESSARY SPECIAL REQUIREMENTS:

  • Proficiency in system development methodologies or life cycles as they pertain to modern, web-and-mobile-delivered applications;
  • Excellent written and oral communication skills, to be demonstrated throughout the application and interview process, and which may include either a supplemental questionnaire or submission of previously authored work;
  • Ability to travel within Ventura County to collaborate with customers and partners;
  • Ability to work extended hours or alternate schedules to meet project deadlines;

DESIRED SKILLS:

  • Green or Black Belt certification in Lean 6 Sigma or similar business process improvement discipline;
  • Current or previous CAPM or PMP certification

KNOWLEDGE SKILLS AND ABILITIES:

Thorough knowledge of:

  • Modern, cloud-delivered web & mobile applications, and responsive client/server architectures;
  • Methods and techniques used in conducting business systems analysis, facilitating user and stakeholder acceptance, identifying potential solutions, establishing scope and consensus;
  • Project estimation, scheduling, and management techniques;
  • Vendor contract negotiation and management;
  • Effective conflict management, negotiation, and consensus-building;
  • Word, Excel, Visio Professional, Project, SharePoint/Teams, and PowerPoint.

Comprehensive ability to:

  • Conduct project meetings (online/in-person/hybrid) via MS Teams or other conferencing tools;
  • Research history and documentation of systems to develop revised system documentation, training plans, guides, and other documentation to facilitate user acceptance;
  • Facilitate Kaizen sessions for business process improvement (Lean Six Sigma or similar);
  • Author, maintain, and route for approval Project Definition documentation;
  • Develop and conduct User Acceptance Testing;
  • Serve as primary point of contact for two or more applications in the Fire application portfolio: KRONOS TeleStaff, Cornerstone LMS, AssetWorks, ServiceNow, Lexipol, ImageTrend, ArcGIS, Power BI, PulsePoint, Azure DevOps, or Accela Land Management;
  • Plan and coordinate the work of others;
  • Communicate positively and effectively;
  • Maintain trusted working relationships with customers, vendors, and peers.

ORAL EXAMINATION – 100%:

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
