Job Description:

Provide expert level financial analysis and award lifecycle management of assigned award portfolio that may include cooperative agreements, grants, and/or contracts. Conduct expert level budget development, projections, analysis, cost control. Prepare financial reports and documentation for awards for external and internal entities.


Work with BSS, CPAESS Leadership and UCAR Operations to ensure compliance with federal sponsor and/or award requirements. Required expert knowledge and application of UCAR policies, federal and sponsor requirements, OMB Uniform Guidance and generally accepted cost principles and audit requirements.


This leadership role in proposal development/review and/or programmatic financial analysis, trends and statistics, advises and partners with program staff in business activities related to proposals, finance, and administration.


Duties:

Award and Financial Management (30%):

  • Manage the award lifecycle for a portfolio of complex direct awards such as cooperative agreements, grants, and contracts.
  • Enter and maintain data in the UCAR business systems and CPAESS file structure.
  • Utilize UCAR financial systems to forecast, monitor and reconcile awards.
  • Conduct timely monthly monitoring of accounts including tracking, reconciling and projecting expenses/staff allocations within assigned award portfolio.
  • Identify discrepancies and perform journal entries and/or budget transfers as necessary.
  • Lead coordination of administrative actions associated with assigned award portfolio.
  • Design and conduct monthly and ad hoc expert review and analysis of award portfolio to monitor award activity, compliance with UCAR policies, federal and sponsor requirements, OMB Uniform Guidance and generally accepted cost principles and audit requirements.
  • Design and conduct recurring and ad hoc financial reporting to sponsors and CPAESS leadership
  • Proactively identify issues/risks and develop data informed recommendations/actions. Appropriately inform/consult with CPAESS leadership.
  • Track and coordinate programmatic award reports within assigned award portfolio
  • Partner with the CPAESS communications team and award PI(s) to develop and deliver required programmatic reports.


Liaison to Federal stakeholders (30%)

  • Serve as a financial subject matter expert to various federal stakeholders in areas of award allowability and compliance
  • Track and coordinate sponsor inquiries and requests associated with assigned award portfolio
  • Prepare budgets and projections requested by sponsors
  • Develop and present recurring and ad hoc budget reports, analysis and other information to sponsors.


Data Management and Analysis (20%)

  • Design and conduct comprehensive annual operating and long range budgets, that may include direct and indirect funds, MTDC projections and potential rate impacts
  • Perform extensive budget data compilation including data analysis and trend/statistical analysis
  • Create and maintain financial statistics including visual charts and graphs.
  • Develop and conduct reporting for monthly, quarterly, and year-end statistics and trends. Maintains statistics and metrics and ensures that consistent and accurate data are used.
  • Lead the development and implementation of data tracking and analysis, as needed.


Proposals (10%)

  • Serve as lead proposal administrator for proposals within the assigned portfolio.
  • Collaborate with Principal Investigators on development of proposal timeline and roles/responsibilities.
  • Lead development of budget and budget narrative, with guidance and input from PI.
  • Coordinate/direct SPS-BSS team on other proposal supporting documents.
  • Enter proposal data in UCAR business systems and sponsor platforms.
  • Partner with UCP Proposal Office and UCAR Contracts as needed.
  • Ensure proposal compliance with sponsor requirements.


Other (10%)

  • Co-create complex business processes with an eye toward continuous improvement, efficiencies and customer service, including partnering the with BSS team, BSS leadership, CPAESS business office team and CPAESS leadership
  • Develop and maintain documented desk procedures with examples for work activities.
  • Contribute to the ongoing development and refinement of standardized best practices for BSS
  • Member of one or more BSS Working Groups/Teams
  • Conduct and participate in BSS meetings and trainings
  • May represent BSS or CPAESS on committees that influence organizational policies and procedures. Analyze new policies and procedures for relevance and/or impact to the CPAESS business model.
  • Perform other special projects as required by management or sponsoring agencies.
  • Foster a collaborative, respectful, and inclusive work culture within the program and with other parts of the organization.

  • The diverse nature of the programs, funding agencies and budget requirements present complex/unique challenges that require expert knowledge in award lifecycle and financial management; the ability to exercise independent judgment; the ability to take appropriate action.


  • Apply critical thinking and decision making to ensure regular reports and information sharing at the appropriate level of detail for key, routine activities and/or issues to CPAESS and BSS leadership.


  • Apply knowledge of expert functional knowledge combined with an integrated understanding of program operations to conduct complex analysis for the planning and direction of management and evaluate budget and strategic risks; anticipate and address non-routine problems; escalate non-routine issues expeditiously and provide effective recommendations aligned with policy to CPAESS and BSS leadership.


  • As a liaison to institutional management and to outside funding agencies, decisions and recommendations have potential impact on UCAR/CPAESS prestige in the international, national and/or scientific community.


Knowledge/Skills/Abilities:

REQUIRED

  • Expert skill in proposal/budget preparation and submission via federal and UCAR proposal platforms and management systems
  • Expert skill in budget development and analysis, cost control and development of relevant statistics
  • Expert skill in financial analysis and the use of spreadsheet applications to develop and present status reports, trend analysis, and metrics using graphs/charts.
  • Advanced working knowledge of government award requirements (cooperative agreements, grants and contracts) including knowledge and application of OMB Uniform Administrative Guidance and UCAR policies and procedures.
  • Excellent interpersonal skills and the ability to communicate effectively, both orally and in writing, including proven ability to translate complex information into easily understood language.
  • Sensitivity and discretion in handling confidential information.
  • Ability to work independently and also able to work effectively in a team situation.
  • Ability to identify information sources for solving problems and anticipate organizational problems before they arise and respond appropriately.


DESIRED, BUT NOT REQUIRED

  • Advanced skill in proposal submission via federal and UCAR proposal platforms and management systems


Education & Experience:

Bachelor's degree in a relevant academic discipline, plus eight years related experience, or Masters plus six years, or an equivalent combination of education and experience which qualifies the individual to perform the duties as described
