Job Requirements / Description

The Chief Executive Office, Capital Projects Division, is seeking an experienced consultant at the Assistant Project Manager level to assist with the following duties:


Prepares financial and budgetary activities:
  1. Review encumbrances and payments submittal from PW that analysts handle in-house and put together a package for CP analyst to process in eCAPS.
  2. Review all encumbrances and payments submittal from PW that handle by departments.
  3. Check for all required documents are provided based on checklist (to be created and provided by CP analyst).
  4. Make sure all information submitted are correct.
  5. Put together a package for analyst's signature.
  6. Email encumbrances and payments to departments to process.
  7. Create a reconciliation log for each CP consists of vendor, Notice to Proceed tasks, Notice to Proceed amount, invoice paid, etc.
  8. Reconcile project's budgets.
  9. Use monthly actual expenditure reports from eCAPS provided by analysts to reconcile with reconciliation log to track expenditures are within project's budget.
  10. Reconcile Projects funded by Commercial Paper.
  11. Review cash flows provided by PW then provide analysis to analyst for commercial paper proceeds issuance.
  12. Budget tasks during budget cycle.
  13. Review BP Cog report and update TPCE for CP analyst.
  14. Review budget phases in BP Cog report for reasonableness and update project phases if deemed necessary.
  15. Prepare Input sheet and NCC sheet for each CP using Excel template.
  16. Label each tab by CP Number/Name.
  17. Enter CP number in appropriate cell in Input Sheet.

Capital Project Related Tasks:
  1. Board letters.
  2. Request CP number for new CP.
  3. Provide preliminary review of board letter.
  4. Produce Fact Sheets, based on samples provided.
  5. Attend project meetings on behalf of analyst when analyst not available.
  6. Take notes at the meeting.
  7. Draft meeting minutes if asked by analysts.
  8. Provide meeting notes to analysts.
  9. Attend PRBs for all projects with analysts.
  10. Manage critical report due dates and notify analysts.

Miscellaneous:
  1. Research for reports at the request of analysts.
  2. Research Board letters.
  3. Gather information for analysts to prepare a variety of quarterly reports.
  4. Consultant will have a hybrid 9/80 schedule with every other Friday off.
