Working Conditions
This position may be eligible for a hybrid Telework schedule for eligible applicants residing in California. A hybrid Telework schedule includes working remotely and physically reporting to the office. This position may be located in any of the following offices within CCLD: Chico, El Segundo, Fresno, Santa Barbara, Monterey Park, Sacramento, Oakland, Orange, Palmdale, Riverside, Santa Rosa, San Bruno, San Jose, San Diego, or Woodland Hills.
• In Office refers to all working days.
• Hybrid refers to some working days in office and other days Telework eligible.
• Telework refers to all working days at approved alternate work location.
This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. It is the mission of the Community Care Licensing Division to promote the health, safety, and quality of life of each person in community care through the administration of an effective collaborative regulatory enforcement system.
ITLB's mission is to serve as an essential liaison bureau that connects people through technology and bridges the gap between our stakeholders through meaningful partnerships. We collaborate with stakeholders, prioritize user needs, drive automation, and process improvement to enhance the efficiency and quality of CCLD operations. Across these efforts, ITLB provides technological solutions and support to the division, with ISD, to provide and develop innovative and high quality products and services to provide a better quality of life for our end users.
The mission of the Disaster Response Unit (DRU) is to act as the Division's centralized disaster response team that aims to protect the health and safety of individuals receiving care from a licensed facility during disasters in the State. The DRU tracks disasters that may potentially impact facilities, determines and alerts potentially impacted facilities, communicates critical updates with Division stakeholders, trains Regional and Program Office staff in the Division's standard operating procedures, and strives to continuously improve disaster tools and processes through collaboration with internal and external stakeholders. The unit's functions include ensuring licensees have the tools and resources to aid with disaster preparedness, response, and recovery efforts that are available to Californians.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of Community Care Licensing and Licensing data systems is desirable.
  • Ability to establish and maintain effective and beneficial relationships with internal and external stakeholders, such as Division Programs and Branches and other state agencies or departments.
  • Excellent customer service skills and strong problem solving, decision making and critical thinking as well as strong written and oral communication skills.
  • Experience extracting, transforming, and loading data from multiple sources and data analysis
  • Knowledge using Microsoft Office Word, Excel, Outlook, PowerPoint, Visio, and SharePoint.
  • Understanding of and knowledgeable regarding policies is imperative along with knowledge of business requirements, flow charts, and work plans.
  • Interest in emergency management or Geographic Information System is a plus!
