Treasury/Payroll - 823107E Treasury Manager (on-site)

Primary Job Objective

Responsible for the day-to-day management of the Treasury function. This includes managing personnel, projects, budgets, spending, organizing, and planning; acting as administrator for payroll and banking systems, overseeing the payroll function. Ensure tax compliance in all areas of the tax field (income, property, sales & use) and other Treasury related reporting such as unclaimed funds and Department of Labor on all governmental levels. Provide tax planning, day-to-day support of the company pension, risk management, and workers’ compensation plans.

Fundamental Job Tasks

Maintains legal and regulatory compliance by preparing appropriate documentation, including financial statements and tax returns. Compiles needed tax preparation information, including tax workpapers. Prepares quarterly tax estimates. Ensures tax compliance for U.S. entities and prepares/reviews all tax returns to include income and franchise tax returns; sales & use tax, excise tax, miscellaneous tax returns (including GST & VAT) and 5500 returns for all company benefit plans. Proposes tax-planning ideas and promotes management awareness of potential tax changes including savings opportunities. Prepares tax audit schedules for annual audit by outside auditors, including compliance with ASC 740 (FASB 109 & FIN 48). Organizes annual 401(k) plan audit, periodic audits as needed (sales/use, benefits, etc.) property and liability insurance renewal applications, workers’ compensation self-insured renewal and share valuation. Reviews fixed assets to insure compliance with current depreciation limits. Develops company policies and guidelines for the sales & use tax and unclaimed funds areas. Prepares annual budget for the Treasury, Corporate Administration and Corporate General Departments.

Protects Franklin’s financial assets through the day-to-day management of other Treasury Administration items. Responsible for the management of the company pension plans and day-to-day oversight of risk management. Performs monthly cash review, including review of all bank statement reconciliations and cash account summaries. Manages 40l(k) and Incentive Profit sharing plans. Maintains corporate records (titles, leases, LT contracts). Maintains corporate minute books and stock certificate ledgers.

Ensures that personnel are paid accurately and on-time by monitoring the payroll process. Reviews work done by others for accuracy. Ensures company policies and the union contract are applied appropriately to items or events affecting the payroll process. Maintains fair treatment of employees as it relates to payroll issues. Processes the executive payroll.

Creates a motivated team through appropriate people management. Responsible for performance evaluations and ongoing performance communication with each employee. Demonstrates procedures to help subordinates. Evaluates the work of others in process or upon completion. Acts as a liaison between organizations or departments or individuals. Other Job Tasks

Serves as back-up to process semi-monthly and weekly payrolls.Keeps policies up to date. Assists Accounts Payable in their efforts to comply with Ohio sales & use tax requirements.

Supervisory Responsibility

This position supervises the Payroll Supervisor and the Treasury/Tax & Payroll Accountant.

Knowledge and Skills

Professional status as demonstrated by a four-year business degree and Certified Public Accountant certification, plus 5 years of practical corporate tax experience. Experience with 401(k) plan administration, fringe benefit plans, multi-entity structures, and foreign subsidiaries preferred. Personal computer skills with Microsoft Word and Excel are required. Must have thorough knowledge of tax regulations, and proven ability to meet tight deadlines, ensure accuracy, and handle highly confidential matters/documents.

Working Conditions

This position generally performs work within a standard office environment. 0-10% of the time it is required that this position be in the manufacturing areas (for employee contact, etc.), subjected to extreme noise and temperature variation. When in such environments, this position is required to wear the appropriate eye, ear, head, and foot protection (PPE). Minimal day travel may be required 0-10% of the time.
