The Organization

Founded in 1977, Vinfen is a not-for-profit organization dedicated to providing community-based behavioral health and disability services with a footprint in Eastern Massachusetts and Connecticut. Vinfen is the largest contractor of the Massachusetts Department of Mental Health and one of the largest contractors of the Massachusetts Department of Development Services. Vinfen has a workforce of over 3,000 and an annual operating budget of approximately $300M.

The Position

Vinfen is seeking a Chief Operations Officer (COO) to provide comprehensive leadership to the organization's program operations. Reporting to the President & CEO and a member of the executive team, the COO oversees the day-to-day operations of Vinfen programs, ensuring their alignment with the organization's mission, fulfillment of quality goals, successful delivery of strategic and financial objectives, and compliance with regulatory/contractual requirements.

Responsibilities:

  • Partnering with the CEO and other members of the executive team, develop the organization's operational objectives and business priorities. Help construct and implement the organization's strategic plan, including new ventures, partnerships, and acquisitions.
  • Leading Vinfen's service portfolio, the COO is accountable for the comprehensive financial, quality, and compliance performance of Vinfen programs.
  • Develop and implement Vinfen's growth strategy, including successfully identifying opportunities, and contracting for and launching new programs at a pace required by the organization's strategic plan. Work with Finance, Real Estate, HR, Quality, and IT functions to effectuate such growth and development.
  • Develop and execute strategies to improve the model of care for Vinfen programs, including staffing models, clinical and operational workflows, and performance parameters. Working with the Chief Medical Officer, Compliance Officer, and other leadership colleagues, the COO ensures that Vinfen programs optimize available resources and deliver services in credible and person-centered manners.
  • Oversee daily operations, ensuring efficiency and high-quality service delivery across all programs. Implement best practices and continuous improvement processes to enhance operational effectiveness.
  • Build and grow strong relationships with key stakeholders, including clients, partners, and regulatory agencies. Represent the organization at public events, meetings, and conferences. Collaborate with community organizations and partners to enhance service delivery and impact.
  • Overseeing 80% of Vinfen's workforce, the COO leads, monitors, and develops a high-performing team, and fosters a positive, inclusive, and collaborative organizational culture. The COO ensures robust internal communication throughout the operations organization.

Reporting to the COO will be division leaders overseeing Vinfen programs. The COO is a regular attendee of the Board meetings and Committee meetings.

Requirements:

  • A mission-driven individual with significant professional experience either within or closely interfacing with public or not-for-profit organizations.
  • Bachelor's degree in business administration, public administration, social work, or a related field (Master's degree preferred).
  • Minimum of 10 years of progressive leadership experience in a human services organization, a healthcare organization, or a related field.
  • Proven track record of successful operational management and strategic planning.
  • Strong financial acumen and experience managing budgets and financial performance.
  • Excellent interpersonal and communication skills, with the ability to build relationships and influence stakeholders.
  • Strong problem-solving skills and the ability to make data-driven decisions.
  • Experience in program development, implementation, and evaluation.
  • Leadership capabilities over large, multi-functional teams in disparate locations.
  • A strong team player who is effective in working collaboratively with colleagues and stakeholders across a wide array of responsibilities and disciplines.
