About Us

The Division of Rehabilitation and Liquidation (Division) is one of 13 divisions within the Florida Department of Financial Services. It serves as the Receiver of insurance companies that are placed in receivership, primarily for purposes of rehabilitation or liquidation. Under an order of rehabilitation, the Receiver seeks to remedy the problems that resulted in the company being placed into rehabilitation. In liquidation, the Receiver collects all assets of the company and ultimately distributes the available assets to claimants under a statutory prioritization.

Position Summary:

The Division is seeking a Director of Claims. This position plans, directs, and coordinates the activities of the Claims Section. The Director of Claims is a full-time position that physically reports to our Tallahassee office. The duties and responsibilities include:

  • Direct and lead a team of Claims professionals responsible for claims evaluations, processing, and administration of claims support services for insurance companies in receivership.
  • Manage onsite activities of the Claims team by coordinating claims operations of insurance companies placed in receivership and evaluating Claims programs and procedures during the initial stages of receivership.
  • Oversee the analysis, coordination, and execution of claims adjudication, projects, support services, and ongoing receivership resource management.
  • Advise Division Administration regarding claims policies and the progress of claims evaluations on each receivership estate.
  • Prepare reports containing claims information for each receivership, the status of claims activities, and receivership checklists that comply with NAIC guidelines and department standards.
  • Serve as the representative for claims communications with guaranty associations and other receivers.
  • Maintain awareness of changes to legislation and regulations pertaining to insurance claims, trend analysis, and forecasting of receivership data; make recommendations to improve the Division’s service to the Department and public.
  • Revise and develop policies related to claims for more effective administration of evaluation and processing.
  • Partner with key staff to develop strategic and operational plans aimed at achieving efficiencies for the Claims section.
  • Develop, implement, and monitor performance objectives and metrics to meet operational goals and comply with regulatory mandates.
  • Identify business needs and drive continuous improvement through initiatives that achieve operational efficiencies and integrate best practices for the Claims section.
  • Develop and manage a budget for the Claims section.
  • Perform contract management functions in support of section needs by overseeing the solicitation and monitoring of provider contracts for Claims.

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university and six years of professional experience in insurance administration, claims, risk management, business administration or a related field, three of which must have been in a supervisory capacity, and possession of a State of Florida ALL Lines Adjuster license or its equivalent issued by another state, or
  • A Juris Doctor and three years of experience as described above, two of which must have been in a supervisory capacity.

Special Note: Applicants who do not possess a State of Florida ALL Lines Adjuster License may be considered; however, employment will be contingent upon obtaining the license within twelve (12) months of employment.

Preferences:

  • Experience in Receivership or Bankruptcy
  • Experience and education in Insurance Law or a legal field
