Under the general direction of the Assistant General Counsel:
- Advocacy Compliance and Enforcement.
- Provide necessary advocacy expertise to advance the CPUC’s safety and enforcement policy and objectives. Represent and advise the Commission’s advocacy and enforcement clients in proceedings before the Commission to evaluate and implement utility wildfire mitigation efforts; assist Safety and Enforcement Division in its audits and investigations of wildfire incidents; bring forward enforcement actions resulting from these investigations; and develop legal strategies to advance client positions before the Commission.
- Support Safety and Enforcement Division, Consumer Protection and Enforcement Division, Rail Safety Division and industry divisions in compliance and enforcement matters, ensuring matters are investigated promptly and enforcement action taken without undue delay. Serve as main point of contact with enforcement staff at other state agencies, including the California Energy Commission, Office of Energy Infrastructure Safety and the California Department of Forestry and Fire Protection.
- Provide the highest legal expertise to the area of Commission’s expanded safety and enforcement jurisdiction and be the Advocacy Wildfire Safety and Enforcement expert, interacting regularly with other local, state, and federal safety and law enforcement and regulatory agencies to provide Safety and Enforcement Division with the legal backdrop for a robust safety and enforcement program that fully utilizes the state’s police power to ensure safe and reliable utility service. This attorney would have the highest level of skill and independence as an advocate in administrative enforcement actions brought under the CPUC's Enforcement Policy, as well as a deep and extensive understanding of California public utility law and the CPUC’s processes and procedures. This attorney would also serve on the CPUC’s Enforcement Team and develop procedures and protocols to ensure the CPUC’s Enforcement Policy is applied consistently.
- Represent advocacy enforcement clients who present positions in Commission proceedings for Commission consideration, present testimony and cross-examine witnesses, build the record in Commission proceedings, to assist Commission in its consideration of these issues. This attorney would also have the highest level of written and oral advocacy skills and would be able to translate legally and factually complex matters into compelling, accessible, and persuasive argument.
- Run point on Legal advocacy work in these areas, leading a team of less senior advocacy enforcement attorneys to staff in all the various proceedings in coordination with their respective advocacy enforcement clients.
