Roughly 17% of these IT professionals are in the OIT in Tallahassee. Given the decentralized IT environment, this position must be able to assess and respond to the challenges presented by the disparate geography and IT skill deficit prevalent in most rural areas served by the agency. As such, the ability to comprehend agency issues from both the micro and macro perspective and to collaborate with DOH business owners and technology partners in addressing those issues is essential. This position is expected to provide senior management leadership in the following areas: Strategy, IT Leadership, Team Development, and IT Operations.This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.Strategy:As a member of the management team, make a key contribution to the formulation of the business and digital strategies.Proactively advise the senior management team on the emerging technologies and digital trends that are most relevant to the agency's goals and evolving needs.Help determine capital investment parameters, priorities, and risks for enterprise-wide IT initiatives to maximize the return on investment.Proactively plan for the annual legislative cycle including Legislative bill review, providing recommended changes to Florida Statutes, tracking funding gaps and issues, as well as the creation of legislative budget requests for obtaining new funding for agency IT initiatives.IT Leadership:Develop an IT vision, strategy, and a roadmap, and lead the IT team and its business partners in effective execution.Ensure, on an ongoing basis, that current and planned technical architecture, investments and solutions are aligned with agency's business objectives.Prepare and monitor IT operational budgets that meet prevailing objectives and constraints.Build strong relationships with business divisions and county offices and their leaders across the enterprise, and develop a detailed understanding of their issues, challenges, and opportunities.Ensure transparency and collaboration between the IT organization and its business partners.Responsible for developing, implementing, and updating the agency's Information Resource Management Strategic Plan and Performance Reports.Team Development:Hire, develop, evaluate, reward, and retain a highly qualified team of IT professionals.Foster a culture of innovation, transparency, and accountability in IT.Promote a "business-first" mentality at all levels of the IT organization.Ensure that the organization has strong systems analysis and project management skills, and the ability to execute business-critical projects.Develop and maintain a plan that provides for succession and continuity in the most critical IT management positions.IT Operations:Direct the design, planning, implementation, and maintenance of the computing infrastructure that supports the operations and business applications.Establish metrics for managing Information Technology Service Management (ITSM) effectiveness and for measuring the impact of IT on the business through the implementation of a single agency wide IT Service Desk.Establish appropriate service levels and the processes to ensure that Key Performance Indicators (KPIs) are met.Maintain oversight of all IT projects, ensuring that commitments are properly planned, staffed, monitored, and reported.Serves as the supervisor for numerous contract managers/supervisors and monitors compliance with the mandatory requirements in Section 287.422, F.S.Reviews, approves/declines departmental technical purchases.Monitor and manage the enterprise information security program to ensure the integrity, confidentiality, and availability of agency data.Management of the agency cloud enterprise-wide disaster recovery (ORMS) contract.Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.Monitor the industry for developments in IT operations;
