About the Role

MWHis currently seeking a qualified Human Resources Business Partner (HRBP) in the Greater Portland area, near Sandy, OR. The HR Coordinator will be responsible for supporting various HR functions on a $300M large-diameter water pipeline construction project. This pipeline is part of a larger effort to ultimately supply 135 million gallons of water per day to the Portland community.

This person will be the onsite HR representative, managing onboarding, employee and community relations, and compliance.

Essential Functions

  • Serve as the main point of contact for employees regarding HR concerns and issues.
  • Provide guidance to employees on policies, benefits, and workplace procedures.
  • Facilitate conflict resolution and manage disciplinary actions when necessary.
  • Promote a positive and inclusive workplace culture through employee engagement initiatives.
  • Address employee concerns and promote open communication.
  • Ensure all labor, safety, and wage regulations are met, including prevailing wage and OSHA compliance.
  • Monitor and manage the compliance of employment contracts, work permits, and site-specific policies.
  • Conduct regular audits of employee records, timekeeping, and other HR documentation to ensure compliance.
  • Stay up-to-date on labor laws, construction regulations, and industry standards, and apply updates as needed.
  • Collaborate with project managers and legal teams to ensure compliance with federal, state, and local labor laws.
  • Act as the liaison between the construction site and the local community to foster positive relationships.
  • Manage outreach programs and coordinate community engagement activities that align with the project's goals.
  • Address and resolve community complaints or concerns related to construction activities.
  • Promote the company's efforts in supporting local hiring and training programs, as well as diversity and inclusion initiatives.
  • Coordinate site-specific training for employees on compliance-related topics, such as safety and harassment prevention.
  • Assist with onboarding new employees, ensuring that all necessary training and documentation are completed.
  • Maintain accurate and organized employee records, ensuring confidentiality and compliance with legal standards.
  • Prepare and submit reports on HR metrics, compliance audits, and community engagement activities to senior management.
  • Monitor and track all employee complaints, concerns, and resolutions for reporting purposes.

Basic Qualifications

  • Minimum 4 years' relevant HR, generalist, or specialist.
  • Minimum of 2 years in the construction industry, with a focus on compliance and employee relations.
  • In-depth knowledge of labor laws, OSHA regulations, and compliance requirements specific to construction projects.
  • Strong communication and interpersonal skills, with the ability to mediate disputes and foster positive relationships.
  • Experience in community outreach and engagement initiatives.
  • Proficient in Microsoft Office suite. Working knowledge of HRIS and human capital management systems.

Preferred Qualifications

  • HR Certification (e.g. PHR, SPHR, SHRM-CP_
  • Experience on large construction projects or infrastructure projects
  • Bilingual skills (English/Spanish) are a plus.
