Position Overview
We are seeking an experienced Program Evaluator to lead and conduct comprehensive evaluations of federal grant programs, policies, and organizations. The Program Evaluator will be responsible for assessing the effectiveness and efficiency of various programs and providing insights to support agency goals and objectives. This role requires mastery in evaluation theory, methodologies, and tools, as well as expertise in federal grant-making processes.
The successful candidate will develop evaluation studies, perform detailed assessments, and communicate results and recommendations to stakeholders. The Program Evaluator will also lead collaborative efforts across internal and external teams, ensuring high-quality evaluation practices. Strong leadership, analytical skills, and the ability to communicate effectively are essential for this role.
Key Responsibilities

• Lead and conduct evaluations and studies to assess the effectiveness and efficiency of federal grant programs, policies, and organizations. Implement best practices in data collection, measurement, and analysis.
• Develop and manage program evaluation objectives, including creating work plans, conducting assessments, and ensuring clear communication of findings and recommendations.
• Lead stakeholder discussions to define evaluation needs, facilitate strategy development, and build collaborative relationships with relevant internal and external teams.
• Prepare and edit comprehensive evaluation reports, policies, technical papers, and other documents to support research and evaluation needs. Ensure clear, detailed communication of findings and recommendations.
• Demonstrate strong knowledge of federal grant-making policies, procedures, and administration to ensure compliance and alignment with evaluation efforts.
• Provide guidance to teams, mentor junior staff, and ensure effective presentation of evaluation results. Demonstrate exceptional oral and written communication skills, with the ability to present complex findings clearly and concisely.
• Identify challenges and risks associated with evaluation processes, proposing solutions to mitigate them. Provide leadership and manage the evaluation process independently.

Required Qualifications

• A minimum of 6 years of professional experience planning, conducting, and managing program evaluations, with a strong focus on federal grant-related programs and policies.
• Bachelor's Degree in Public Policy, or a related discipline.
• Mastery of evaluation theory, concepts, standards, methods, and tools, with a focus on program effectiveness and efficiency.
• Exceptional written and verbal communication skills, with the ability to convey complex findings to a variety of audiences.
• Strong problem-solving, analytical, and logical thinking skills, with attention to detail in data collection and evaluation.
• Proven ability to work independently, lead teams, and collaborate with cross-functional stakeholders.
