POSITION TITLE: Chief Human Resources Officer

SUMMARY: The Chief Human Resources Officer is responsible for implementing HR policies and programs and managing all aspects of the Human Resources function to include the management of staffing and recruitment, employee relations, benefits and compensation administration, training and development, performance management, new employee orientation and compliance with all State and Federal laws and regulations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Ensure EmBe brand, mission, vision, and values are reflected in all interactions.
- Provide strategic leadership in establishing a culture of empowerment and continuous improvement. Mentor the attitude of honesty and mutual respect. Create the organization-wide expectation of professionalism, accountability, and personal responsibility.
- Participate in creation and implementation of strategic plan for organization.
- Establish and implement HR efforts that effectively communicate and support the company's mission and strategic vision.
- Function as a strategic business advisor to the executive/senior management of each business unit or specialty group regarding key organizational and management issues.
- Collaborate with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
- Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
- Administer or oversee the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Identify staffing and recruiting needs; develop and execute best practices for hiring and talent management.
- Conduct research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
- Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; apply this knowledge to communicate changes in policy, practice, and resources to upper management.
- Develop and implement departmental budget.
- Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
- Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective. Conduct wage surveys and monitor local market trends to determine and maintain competitive wage and benefits packages.
- Provide overall leadership and guidance to the HR function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits.
- Deliver training to various populations: Management development, new employee orientation, team building, change management, etc.
- Consult with management staff regarding application and administration of compensation and benefit plans.
- Provide consultation regarding organizational design and implementation of efficient work groups.
- Respond to employee relation issues and coach employees and management through conflict resolution situations.
- Monitor and continually develop performance appraisal process.
- Oversee administration of FMLA, COBRA, ADA, ACA and Workers Compensation programs.
- Oversee benefits administration to include plan design, employee enrollments, billing, and claims reporting/resolution.
- Performs other duties as required.

Qualifications
- Bachelors Degree in Human Resources or related field. PHR/SPHR preferred.
- Minimum five years experience in exempt level Human Resources position with demonstrated experience in a leadership position
- In-depth knowledge of employment laws and regulations.
- Experience with compensation, benefits and payroll equity
- Previous experience with COBRA/ACA/ADA/FMLA/Workers Compensation administration.
- Strong oral and written communication skills.
- Contribution to an atmosphere of team building and mutual respect.
- Very organized with high attention to detail
- Team player, willing to pitch in as needed.
- Able to legally work in the United States
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
