This is a full-time position with Los Angeles Community College District.
The ideal candidate will manage construction activities, ensuring compliance with safety regulations and contractual requirements across multiple sites. They will monitor OSHA compliance, perform daily safety reviews, and oversee adherence to the Owner Controlled Insurance Program (OCIP). The candidate will attend construction meetings, lead safety topics, conduct site inspections, and submit weekly safety reports. With a decade of commercial construction experience, including five years in project management and field safety consultancy, the candidate must possess relevant safety certifications and a degree in construction management or a related field. Proficiency in Microsoft Office and strong communication skills are essential.
Responsibilities
- Perform management oversight of construction activity on behalf of the client, report on contractor regulatory and contract safety compliance on multiple projects sites.
- Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
- Perform daily safety reviews of work in progress in accordance with current Safety Regulations andStandard Operating Procedures (SOP) as developed and updated by BuildLACCD.
- Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
- Support to the Program Safety Manager, including but not limited to, attending any requiredmeetings, or providing safety reports/analysis as requested.
- Attend construction meeting with college project team and general contractor. Leading the safetytopic (toolbox), report on site observations (Observation Report) and review upcoming constructionschedule for hazard preparedness.
- Perform ongoing construction site safety inspections and generate daily safety report for all site visits.
- Submit weekly Project Health Safety and Environmental Observation Report to College ProjectManager.
- Perform ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, FallProtection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high risk operations.
- Perform review of contractor submitted incident reports, participate in safety stand-downs, andprepare and submit lessons learned to Program Safety Manager.
- Perform and document safety orientation with contractor safety representative.
- Monitor adherence to zero tolerance and corrective action policy for workers found not in compliancewith the Programs safety policy.
- Flexibility in schedule and transportation to work at multiple sites based on assigned schedule andduties throughout the greater Los Angeles area.
- Ability to work in fast-paced environment, establish daily work priorities, and perform oversight atmultiple active construction projects.
- Good written and oral communication skills.
Required Experience:
- Minimum 10 years of continues experience in commercial construction
- Minimum 5 years of managing multiple projects in different stages of construction at multiple job sitelocations
- Minimum 5 years field experience as Construction Safety Consultant working with General Contractorsand Subcontractors
- Experience working with OCIP
- Minimum of 2 years experience in construction of educational projects in a campus environment.
- Current 40-Hour HAZWOPER - (include copy of certificate in resume package)
- Current OSHA 500 (Trainer in Occupational Safety and Health Standards for the ConstructionIndustry) - (include copy of certificate in resume package)
- Current First Aid/CPR/AED Certification - (include copy of certificate in resume package)
- Minimum of holding a valid Safety Management Specialist (SMS) certificate or Construction Healthand Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) orCertified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety
Professionals (NASP) - (include copy of certificate in resume package) - Experience on modernization-type projects involving abatement, remediation and other hazardouswaste material removal such as asbestos and lead-based paint
- Extensive knowledge and experience with senior safety management with large building programsacross multiple sites
- Experience participating in scheduled construction progress meetings
Strong experience in incident and daily construction reporting - Ability to effectively communicate with owners construction management staff and contractors siteManagement Team
- Ability to manage, control and accurately report in a timely manner all safety incidents
- Proficiency with Microsoft Office Suite
- Experience in compiling and analyzing school or enrollment data is preferred
Preferred Qualifications:
- Construction management, safety management, safety engineer or related degree is preferred
- Additional safety/health certifications and credentials as appropriate for this position
