Characteristics of the Position


The Project Manager is responsible for all aspects of managing product delivery within the Applications Development and Operations (AppDev) department in the Sheriff’s Office’s Bureau of Information Technology (BOIT). Responsibilities include requirements gathering, managing and measuring processes related to product delivery, and post-delivery enhancement. The Project Manager will work with AppDev and BOIT leadership to improve departmental processes and provide recommendations for such improvement.


The Project Manager will report to the Director and Deputy Director of the AppDev department and will be responsible for reporting product delivery status on a regular basis to BOIT and AppDev leadership. Status will include current delivery timelines, issues impacting delivery target dates, risks from development and external factors, reporting remediation efforts related to issues and risks, and third-party vendor status where necessary. The Project Manager will provide strategic and practical recommendations for process improvement to leadership.


The Project Manager will serve as project owner for all development and delivery efforts assigned, ensuring that all timelines are met and that all delivered applications meet or exceed customer expectations while managing customer expectations throughout the development and delivery process.


Key Responsibilities and Duties

  1. Report to Director and Deputy Director of Applications Development and Operations/Business Intelligence.
  2. Maintain both customer- and internal-facing communications.
  3. Manage customer expectations related to project delivery timelines and phased delivery of functionality during product development and post-delivery enhancement.
  4. Manage a project portfolio composed of multiple projects with conflicting timelines and priorities.
  5. Oversight on project execution process in an agile delivery framework.
  6. Perform and catalogue business process analysis for customer-facing solutions as a prerequisite for all project execution efforts.
  7. Assist customer departments with business process re-engineering related to product delivery.
  8. Develop project execution strategies and manage timelines.
  9. Manage departmental resources related to project execution timelines and ad-hoc/emergency delivery requests.
  10. Develop realistic project execution timelines accounting for operational capabilities and limitations.
  11. Maintain oversight and coordination on testing and remediation efforts.
  12. Continuously analyze and revise internal project execution processes.
  13. Regularly report project execution status to all levels of leadership.
  14. Create and continually update documentation of project execution procedures to improve processes.

Knowledge, Skills and Abilities

  1. Must take ownership of all responsibilities within the position’s domain.
  2. Must be able to reprioritize and refactor resource deployments based on dynamically shifting priorities.
  3. Must understand data governance and protection frameworks as they relate to project execution.
  4. Must possess excellent written and verbal communication skills.
  5. Must meet deadlines while working independently under minimal supervision.
  6. Intermediate to advanced proficiency in Microsoft Office applications.
  7. Experience in using major software development and management platforms.
  8. Intermediate to expert understanding of agile development principles.
  9. Maintain knowledge and skills currency and identify training requirements.

Minimum Qualifications

  1. Bachelor’s Degree from an accredited college or university AND/OR at least one (1) year of full-time, professional project management experience.
  2. Skilled in leadership, statistical analysis, and capable of developing solutions to complex business problems.
  3. At least three (3) years of experience in Microsoft Excel and PowerPoint.

Preferred Qualifications

  1. Experience in the public sector and/or master's degree in project management or related field desired.
  2. Knowledge of government costing, budget and expenditures.
  3. Experience with business process modeling and methods.
