Senior Air Pollution Control Engineers in the Merit System conduct work that involves monitoring air pollution sources and controlling conditions affecting air and/or public health through the development, application, and monitoring pollution control measures. Senior Air Pollution Control Engineers often conduct on-site inspections including compliance inspections and quality assurance checks. Individuals working as a Senior Air Pollution Control Engineer also investigate air pollution and air quality complaints and issue warnings and notice of violations. They also maintain an understanding of ADEM and EPA guidelines and draft health department regulations to ensure compliance. Senior Air Pollution Control Engineers supervise by creating schedules, assigning work, reviewing work, conducting performance appraisals, and assisting Air Pollution Control Engineers with all inspections and permits. Individuals working as a Senior Air Pollution Control Engineer also create, monitor, and oversee departmental budgets.
TYPICAL JOB DUTIES:
  • Provides direct assistance to the Principal Air Pollution Control Engineer (PAPCE) by gathering information, writing reports, developing protocols and ensuring EPA grant requirements are met.
  • Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
  • Oversees and assists in the compliance and enforcement of air permits and the radiation program.
  • Oversees and assists with inspections of air pollution sources, asbestos sources and the radiation program.
  • Oversees and assists with the issuance of air permits to air pollution sources.
  • Oversees any updates to the Health Department air pollution control regulations and presents health/air pollution control information to the public.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
MINIMUM QUALIFICATIONS:
  • Driver's license.
  • Professional Engineering (PE) License in the state of Alabama or have the ability to obtain a PE in Alabama through reciprocity within one year of being hired.
  • Work experience ensuring compliance with air pollution control guidelines, regulations and/or laws.

CRITICAL KNOWLEDGES:
  • Knowledge of Jefferson County Board of Health's Air Pollution Control Rules and Regulations regarding certification of compliance.
  • Knowledge of the Alabama Department of Environmental Management laws dealing with air pollution.
  • Knowledge of the Environmental Protection Agency laws dealing with air pollution.
  • Knowledge of the theories, practices, and research methods involved in air and environmental pollution control.
  • Knowledge federal, state and local laws, regulations and guidelines pertaining to environmental health practices and safety programs.
  • Knowledge of environmental regulatory requirements of the EPA.
  • Knowledge of environmental regulatory requirements of the ADEM.
  • Knowledge of Environmental Health investigations, inspections, audits, statutes, regulations and standards such as design, date evaluation, and risk assessment.
  • Knowledge of the Environmental Protection Agency's (EPA) National Pollutant Discharge Elimination System (NPDES) rules and regulations.
  • Knowledge of the principles, applications, and information sources of environmental science, ecology, biology, chemistry, engineering, mathematics, and meteorology as applicable to air quality control.
  • Knowledge of the physical and chemical characteristics of air contaminants.

WORK ENVIRONMENT:
Work is conducted both indoors in an office setting as well as regular field visits to outdoor worksites. Incumbents may be required to enter properties, construction sites, residences, and buildings under various stages of construction and repair. Work involves use of standard office equipment, such as computer, phone, copier, etc., as well as the use of specialty tools used to take measurements for inspection purposes. Job may also require incumbents to be exposed to inclement weather when working outdoors (e.g., extreme heat, cold, rain, snow, wind, etc.), as well as potentially hazardous fumes and chemicals.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods but may involve occasional light to moderate physical exertion of bending, stooping, kneeling, crouching, or twisting. May involve occasional light lifting of items or objects weighing up to 25 lbs.
