Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Human Capital Specialist (Classification) to support our clients within the Government Publishing Office.
GPO is located in NW Washington, DC and this position is being performed in a remote capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.
Essential Duties and Responsibilities
Administers effective position classification principles to ensure that positions conform to regulations, standards, policies, approved organizational plans and budgetary limitations. Essential duties and responsibilities are listed below. Other duties may be assigned.
  • Consults with managers and/or SMEs to conduct job analysis.
  • Evaluates draft position descriptions against the appropriate OPM classification standards to determine the correct series, grade, and title. Ensures position management guidelines are applied appropriately.
  • Applies classification and position management principles that follow established procedures in the development and analysis of data facts.
  • Establishes position descriptions, and prepares comprehensive position evaluation statements, that document classification decisions.
  • Maintains accurate competitive levels for GPO positions to ensure accuracy and consistency.
  • Maintains accurate position sensitivity levels to ensure proper suitability for GPO positions.
  • Consults with Operations Branch as to previous classification decisions to ensure consistency and adherence with established GPO policies. Provides valid support of final classification recommendations for final approval by the HC Manager, Team Lead, or other authorized member of the Government staff.
  • Completes all appropriate forms relevant to the classification process (i.e., coversheet, which includes determining the competitive level, full performance level, position sensitivity level, etc.).
  • Reviews and updates position decisions to ensure they fully support the decisions and are in the proper format in accordance with OPM and GPO guidelines.
  • Performs desk audits, as directed.
  • Works with GPO HC Operations to develop a PD database to ensure consistency in the application of classification actions.
  • Works to provide expert advice and support when implementing new technologies in reference to classification tools.
  • Participates in classification and position management workgroups.
  • Leads special projects, such as reviewing positions to determine the current roles and responsibilities of the positions. Works with BU to review their current PDs, and/or organizational structure.
  • Reviews new OPM classification standards and develops a tentative plan of action for GPO implementation. Ensures standard implementation in a timely manner.
  • Develops and conducts classification training for GPO managers.
  • Trains HR staff members in classification matters and are aware of all changes and current developments in classification policy.
  • Develops responses to classification appeal requests from OPM.
  • Identifies workforce job requirements necessary to achieve the mission.
  • Participates in studies concerning organization-wide and government-wide hiring and staffing management issues as needed.
  • Assists with workforce restructuring activities.
  • Interprets and applies position classification standards to positions to determine the correct occupational series, title, and grade level.
  • Classifies positions and advises management on the efficient and effective use of human resources in the design of both positions and organizations.
  • Provides position management and organizational design advice and recommendations to Agency Managers.
  • Attends all staff meetings.
  • Attends business unit training sessions as necessary.
  • Capability of learning additional software that may be required for the position.
Requirements
Job Requirements and Experience
  • Bachelor's degree and a minimum of two (2) years relevant full-time experience within the last five (5) years, or equivalent combination of education / experience.
  • Experience and knowledge working with Government classification standards.
  • Comprehensive knowledge of Human Resources classification policies, procedures, and methodologies with ability to accurately apply the Fair Labor Standards Act.
  • Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies, and precedents.
  • Knowledge of prohibited personnel practices.
  • Comprehensive operational knowledge of OPM classification standards, federal position classification, position management, organizational development, and realignments.
  • Ability to advise and assist management in accomplishing personnel management responsibilities.
  • Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.)
  • Ability to learn and utilize new classification automated tools.
  • Excellent verbal and written communications skills.
  • Detail-oriented with solid proofreading and editing skills.
  • Exceptional customer service and relationship-building skills.
  • Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals.
  • Ability to organize work, set priorities and determine resource requirements.
  • Ability to work effectively both independently and in a team environment.
  • Works with automated personnel computer systems and software to process personnel actions and when completing work assignments. Must have working knowledge of the following:
  • Microsoft Suite including Word, Excel, Power Point, Sharepoint, Outlook and Teams
  • Working knowledge of MonsterClass or similar classification system.
  • Ability to use HC Dashboard (after training).
ADA Requirements
  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
