What You Will Do

This posting is for a Deputy Group Leader in the Information Technology Project Management (ITPM) Group in the Project Strategy and Execution Division (PSE), which is part of the Associate Laboratory Directorate for Business Management (ALDBUS). The PSE-ITPM group provides IT project and program management, including Agile framework support to ensure IT projects achieve success and deliver expected outcomes within scope, schedule, and budget. The PSE-ITPM Group implements project management tools and systems to improve strategic planning, execution, monitoring, and closeout of projects.

This position will assist the ITPM Group Leader in providing leadership and management support to the ITPM Group, while reporting to the ITPM Group Leader. This position will also be expected to lead and support project work for the group. Advanced-level consultative experience in all aspects of project/program management of IT, information security, or cyber security technical or operational work to contribute to the growth of project and program management skills with team members.

The ITPM Deputy Group Leader must have advanced-level skills and expertise to provide the leadership and overall management of one or more assigned technical or operational portfolios, which may be medium to large sized-efforts in total budget and may encompass one or more discrete Information Technology or Information Security programs. With a high level of autonomy, they will define program work scope, schedules, budgets, priorities, and performance milestones; develop cost, scope, and schedule baselines; report cost and schedule variance; manage change control and manage portfolio risk.

Minimum Job Requirements:

Leadership
  • Demonstrated experience providing the leadership, vision, strategic and tactical planning for the execution of one or more large and/or highly complex Information and Technology portfolios. This level of portfolio experience is expected to impact multiple organizations and may involve formulating, planning, and implementing new IT program development initiatives in technical or operational disciplines.
  • Experience in management, supervision, and development of staff. Examples may include some of the following: promoting teamwork, building consensus among teams, motivating peers and subordinates, managing performance, and resolving conflicts.

Mentoring
  • Experience mentoring, coaching and providing career path guidance to a wide range of technically skilled project management professionals through visible work accomplishments and change management results.

Strategic Collaboration
  • Cross organizational experience interacting with high-level customers or stakeholders, fostering effective working relationships, developing, negotiating, and defining mission goals and programmatic deliverables, in accordance with defined capabilities, capacities, and priorities. Experience in balancing the best interests of the customer, the IT program, and the institutional goals.

Portfolio and Program Management
  • Advanced-level knowledge of at least one technical or operational discipline portfolios, e.g., IT Governance, Enterprise Architecture, Information Architecture, Cyber Security, or IT Systems Engineering.

Work Package Development
  • Advanced knowledge and experience in the development and execution of work package management and budgets.

Project management methodologies, principles, and frameworks
  • Advanced knowledge in two or more principles of Waterfall, Agile, Scrum, Kanban, Lean, Six Sigma or Lean Six Sigma.

Education/Experience: Position requires a Bachelor's Degree in Computer Science, Information Systems or related field from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Current certifications in PMP, ITIL, CSM, CSPO, MCSE, CISSP, CCNA, Change Management etc.
  • Experience working with scrum teams, scrum masters, and product/service owners.
  • Previous experience managing projects in the Federal sector and/or DOE/NNSA nuclear complex and/or knowledge of Los Alamos National Laboratory (LANL) structural organization, history, and culture.
  • Graduate degree in a related field.
  • DOE "Q" security clearance.

Work Environment :

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2 hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
