ESSENTIAL DUTIES

Environmental Oversight: Provides oversight to contractors, tenants, and CDA field staff to ensure environmental investigations and remediation are performed in accordance with environmental laws, policies, and contractual requirements. Updates technical documents such as reports, decision documents, and studies. Reviews site inspection reports submitted by CDA staff or contractors to ensure completeness and appropriateness of findings. Provides technical assistance and subject matter expertise to the CDA and during environmental emergencies, spill response, environmental incidents, and other remediation activities. Manages environmental investigation and remediation for soil, groundwater, underground storage tanks, and spills/releases related to new or historical contamination.

Compliance and Reporting: Participates in developing standard operating procedures for environmental inspections, reporting, and waste management activities. Coordinates training for CDA staff on detecting and assessing environmental pollutants. Reviews or writes permit applications or profiles for tanks, tank systems, and regulated waste activities. Prepares routine reporting documents for tank and waste compliance and act as a regulatory liaison with regulatory agencies. Prepares comprehensive statistical and narrative reports on inspection and remediation activities.

RCRA Compliance: Manages hazardous and non-hazardous waste disposal compliance from the Airports, including management of the hazardous waste contingency planning, regular waste pickups, and the Airport's annual hazardous waste report. Oversees material testing for waste characterization and generator responsibilities. Implements policies and standard operating procedures for offsite transport of materials. Manages CDA's contract for environmental response and regulated waste disposal activities. Includes spill response, quarterly waste collection, OWS and trench drain cleanouts, groundwater sump pit/sanitary pit cleanouts, and other unique projects as they arise.

UST Program Management: Oversees Underground Storage Tank (UST) compliance for CDA-owned tank sites at Chicago O'Hare International Airport and Chicago Midway International Airport. Coordinates with maintenance managers, CDA consultants, and contractors to ensure current reporting and successful testing. Ensures proper permitting, installation, and removal of USTs in compliance with Illinois Office of the State Fire Marshal (OSFM) regulations. Reports Leaking Underground Storage Tank (LUST) determinations to the Illinois Environmental Protection Agency (IEPA), prepares remediation or corrective action reports, and obtains closeout documentation for the CDA or other tenants.

Fuel System Program Oversight: Manages environmental oversight for upgrading and expanding the Airport Hydrant System. Coordinates with state (OSFM) and local (CDPH) agencies to interpret regulations as they pertain to UST rules for the hydrant system and other USTs at Midway and O'Hare. Collaborate with the Chicago Department of Law and Chicago Department of Public Health (CDPH) regarding program plans and reviews.

Tenant Lease Compliance and Inspections: Collaborates with CDA Real Estate to review and enforce tenant lease obligations in association with waste management, RCRA compliance, SPCC rules and regulations, and other environmental regulatory compliance programs or permits. Inventories and inspects environmental controls identified in lease documents and other CDA owned infrastructure. Reports on tenant compliance with airport lease requirements and environmental policies. Performs other related duties as required.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Environmental Engineering or a directly related field, plus three years of work experience in environmental engineering, or an equivalent combination of education, training and experience provided that the minimum degree requirement is met.

NOTE: A valid State of Illinois driver's license is required.

Must obtain and maintain basic airfield driving certification (Yellow Stripe) within 90 days of hire.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. Interviewed Bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be hired in seniority order and according to the collective bargaining agreement. Interviewed Non-Bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected, AND

Preference will be given to those who possess:

Previous professional work experience with large industrial or institutional facilities.

Previous professional work experience with governmental agencies with environmental compliance oversight.

Previous professional work experience with environmental consulting firms.
