Duties and Responsibilities

Pay Band A
  1. Under the supervision of the System Architect, the applications database administrator (DBA) position assists with database administration during the developmental and production cycles for the University’s data warehouse, data marts, data stores, Java web administrative applications, and existing administrative applications.
  2. Assists source system subject matter experts to understand the source data structures and data item definitions. Monitors and tracks software versions, fixes, and vendor announcements. Assists with translation of business rules into a physical data model.
  3. Assists with adhoc reports and custom views on an as needed basis.
  4. Assists with production documentation that accurately reflects any changes.
  5. Communicate and work with managerial, administrative, and technical staff to determine information needs, data flows, and system definitions and document these requirements.
  6. Works closely with System Architect and other staff with the migration from the development/test environments to the production environments and to monitor, tune, troubleshoot, and enhance system and database performance.
  7. Serve as a technical resource to nontechnical administrators, staff, and to other IT professionals.
  8. Updates production documentation that accurately reflects any changes.
  9. In conjunction with analytic staff, analyze and process data into reporting tables and/or adhoc databases.
  10. Other duties as assigned.

Pay Band B
  1. Serves as database developer and administrator during the developmental and production cycles for the Hawaii Data eXchange Partnership's statewide longitudinal data warehouse.
  2. Analyzes and defines system requirements; provides logical process designs and data structures for new systems; and defines interface specifications in accordance with overall system design.
  3. Communicates and works with managerial, administrative, and technical staff to determine information needs, data flows, and system definitions and document these requirements.
  4. Works with source system subject matter experts to understand the source data structures and data item definitions. Monitors and tracks software versions, fixes, and vendor announcements. Translates business rules into a physical data model.
  5. Analyzes source metadata, profiles source data and develops data mapping and transformation rules. Designs logical and physical databases and/or reviews changes to database design to understand how changes to be made affect physical database.
  6. Designs and develops database schemas for existing systems and/or new systems.
  7. Codes database descriptions and specifies identifiers and/or helps others in coding database descriptions. Defines and specifies user access levels. Establishes physical database parameters.
  8. Specifies and defines user access levels. Tests, corrects, refines changes and errors to database. Designs, codes, and tests extract, transform, and load (ETL) components. Schedules ETL and reporting jobs.
  9. Evaluates and tunes ETL processes to meet acceptable performance standards.
  10. Runs ad hoc reports and creates custom views on an as needed basis.
  11. Defines, plans, tests, and implements backup/recovery strategies.
  12. Provides project implementation and post implementation support for administrative applications developed and/or maintained by Hawaii P-20 Partnerships for Education.
  13. Provides technical support in a timely manner, identifies the cause(s), researches, assesses, solves and takes action to prevent programming and/or system problems from recurring.
  14. Serves as a technical resource to non-technical administrators and staff.
  15. Works closely with System Architect and other staff with the migration from the development/test environments to the production environments and to monitor, tune, troubleshoot, and enhance system and database performance.

Minimum Qualifications

Pay Band A
  1. Possession of a pertinent baccalaureate educational degree in Management Information Systems (MIS) and/or Information & Computer Sciences (ICS) and 1 year of progressively responsible professional information technology experience; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Functional knowledge of database design, development and administration as demonstrated by knowledge, understanding and ability to apply principles, concepts, methodology, and terminology.
  3. Functional knowledge and understanding of technology, systems, hardware and software associated with software development.
  4. Demonstrated ability to recognize problems, identify possible causes and resolve routine problems.
  5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Functional knowledge of systems development methodology and techniques.
  8. Demonstrated ability to learn and apply new programming languages independently and in a timely manner using books, manuals, and other resources.
  9. Ability to work a variable work schedule; and work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.
Pay Band B
  1. Possession of a pertinent baccalaureate educational degree in Management Information Systems (MIS) and/or Information & Computer Sciences (ICS) and 3 years of progressively responsible professional information technology experience with responsibilities for applications database administration and management, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of database design, development and administration as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with software development.
  4. Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluation, integrate, and implement practical and thorough solutions in an effective and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  8. Considerable working knowledge of and demonstrated ability in design and deployment of applications databases, data marts, and data warehouses.
  9. Considerable working knowledge of and demonstrated ability in the implementation of replicated and distributed databases and database supporting high volumes of transactions.
  10. Considerable working knowledge of and demonstrated ability in extract, transform, and load (ETL) architecture and database design fundamentals.
  11. Considerable working knowledge of and demonstrated ability in physical data modeling, data warehouse architecture and ETL development with tools such as SQL Server tool set, Erwin Data Modeler or Oracle Warehouse Builder.
  12. Considerable working knowledge of and demonstrated ability in MS SQL Server and one or more Database Management Systems such as MySQL, Oracle and/or DB2.
  13. Considerable working knowledge of and demonstrated ability in coding SQL and PL/SQL and SQL based reports for efficient data retrieval in a complex scheme, stored procedures, triggers, and server side scripting.
  14. Considerable working knowledge of and demonstrated ability in database performance tuning and troubleshooting.
  15. Considerable working knowledge of and demonstrated ability in systems development methodology and techniques.

  4. Working knowledge of Microsoft SharePoint, PerformancePoint, PowerPivot and Excel.
  5. Working knowledge of Visual Studios and .NET (C#, VB, ASP).
