Performance Measures Data Analyst (Justice Grants Programs) develops and reviews agency-wide performance measures and sets targets for Federal grants programs. They conduct research, evaluate large and diverse data sets, and interpret extracts and reports. They have 5 years of experience in data analysis and research, and thorough knowledge of Federal grants lifecycle. Ideal candidates will have some experience in criminal justice.

Hybrid Work Environment: Arc Aspicio is currently operating in a hybrid work environment where employees work at client sites, the Arc Aspicio DC office, and remotely. Candidates must live in the Washington, DC area on their start date, ready to work with their team.

Responsibilities

  • Develop and review agency-wide performance measures and set targets
  • Evaluate, interpret, and assess data and reports from various sources
  • Support drafting reports to detail findings and program results
  • Conduct agency-wide data-driven reviews of program, budget, and/or performance measures
  • Identify standard performance measurements by subject area and build alignment across offices and program goals and objectives
  • Support writing, editing, proofreading, and updating performance measures manuals, policies, procedures, and web-based content
  • Provide expertise to support editing and proofreading budget and performance integration documents for adherence to federal circulars and regulations
  • Develop standard operating procedures for new performance management processes
  • Create improved assessment process for program outcomes during funding requests to support justification
  • Assist in analyzing and determining the performance measures for strategic documents to include in strategic plans such as key performance indicators and other performance reporting activities
  • Facilitate information-gathering sessions, to include documenting meetings and incorporating stakeholder feedback
  • Support consulting projects in a dynamic environment, collaborating with team members and clients on fast-paced projects and providing outstanding deliverables
  • Apply business analysis, process improvement, data analysis, and communications skills to quickly identify problems, analyze challenges, and recommend solutions to our team and our clients
  • Support workstreams, lead and support deliverables, and promote continuous improvement
  • Apply formal consulting techniques and methods on high impact consulting projects
  • Love to learn complex mission areas in homeland security such as emergency management and law enforcement
  • Develop consulting skills and help grow the company outside of your project by participating in new business and strategic initiatives

Required Qualifications

  • 5 years of experience in a blend of research and data analysis and performance measures, with a thorough knowledge of Federal requirements for performance management, that supports tracking performance against grant outcomes
  • Experience in other data analysis and software projects such as Tableau, PowerBI, and data-oriented programming languages to wrangle and cleanse data
  • Excellent skills in creating presentations and visualizations to share insights into data
  • Strong communications and presentations skills and ability to present insights to clients
  • Strong interest in justice-related projects and the complexities of a Government project environment
  • Enthusiasm to collaborate with others and reach out to get involved in company events, offerings, and special projects
  • Desire to join a company and team and stay for the long-term, gaining more leadership and supervisory responsibility
  • Excellent work ethic in a dynamic, complex, and challenging environment and self-motivated with the ability to take on more responsibility quickly
  • Ability to collaborate and work effectively remotely and in-person
  • Technological savvy with Microsoft products and use of collaboration tools (SharePoint preferred)
  • Ability to focus and pay attention to detail while remaining focused on a strategic, big picture
  • Clearance: U.S. Citizenship only (no dual citizenship)
  • Education: Bachelor’s degree
