DEFINITION : The primary function of this position is to administer the geographic information systems (GIS) database, perform spatial data analysis, manage mapping-related and graphic-oriented projects, maintain hydraulic models, and assist with evaluating and selecting new hardware and software equipment, as needed. May train, instruct, or lead employees in the designated work unit on GIS, mapping, or hydraulic simulation related projects. Performs other duties as assigned.
ESSENTIAL FUNCTIONS (Not all inclusive) : Technical work in computer mapping, cartography, database development and complex analysis to support department projects and programs. Provides project management for major projects coordinating efforts of other team members across departments. Creates and maintains digital layers and maps using ESRI software. This includes creating map topology, feature attributes, annotation, digitizing, and querying. Creates and maintains databases for report building and data querying for mapping. Searches out available data from various sources and ensures proper correlation with existing department information. Performs analysis of geographic data using GIS software. Troubleshoots problems experienced by other users. Data entry. Work involves project tracking of City projects including utilities, roads, and drainage for construction projects as required by the Public Works Department. Prepare realistic conceptual design drawings using GIS software and other tools and software for small utility, roadway, and signal projects, as needed. Assists with the preparation, production and distribution of maps, graphics, displays, and other related documents. Creates maps according to established City and industry standards and ensures all map elements are accurate and intelligible. Keeps current knowledge of ArcGIS system commands and functions, coding methods, operation requirements, GIS standards, and mapping standards. Maintain the datasets for the existing hydraulic models for the water, wastewater, and reclaimed water systems. This includes mapping, feature attributes, annotation, digitizing, and querying in GIS and within WaterCAD software. Assist with simulations for the existing hydraulic models including development of scenarios, alternatives, and new models, as needed. Assist with development of data for hydraulic models for other departments that could be used for storm water or irrigation analysis, as needed. Works with other department staff regarding review of right-of-way (ROW), site permits, and other special permits, as needed. Works with other department staff regarding other GIS data to develop, track, and maintain such as street lighting districts, lawn mowing routes, flushing routes, valve maintenance programs, special environmental areas, rainfall data, malfunction reports, collection activities, etc. Demonstrates excellent customer service skills when responding to user questions and requests for service. Provides assistance to end-users and participates on project teams where users need technical assistance on GIS processes and data conversion. Practices effective time management in the scheduling of work priorities. Provides logistical support and manages data, creates forms, reports, and spreadsheets, extracts data for tracking purposes. Performs such other related duties as may be assigned by the supervisor, Department Director, or City Manager. Communicates, provides assistance, and works effectively with residents, local governments, community leaders, developers, and organizations in planning for projects and customer service. Coordinates with Planning Department GIS staff regarding data maintained by that department related to taxes, zoning, community services, financing tools, development fees, master street index, GIS street centerline, and address point files. Responds to requests for information for utility, transportation, and storm water system purposes. If directed, provides assistance and information to the public. Provides technical support through the use of GIS. Prepares GIS layers, datasets, and applications for applicable internal departments and local municipalities; prepares related metadata and customized GIS interfaces. Develops, or manages consultants in developing, data viewers for office and field staff as well as data acquisition from field and office staff to generate work orders and/or add content to the GIS databases. Updates and creates GIS layers related to Public Works projects and readjusts layers to fit the regional framework. Includes scanning in and orthorectifying and digitizing information from design, asbuilt, or record drawings. Research discrepancies in new and existing systems. Reviews legal descriptions of surveys, deeds, land contracts, and plats, as needed, to coordinate with Public Works projects. Gathers and verifies field data for utilization in mapping and hydraulic modeling applications. Creates and prints map books, ensuring compliance with standardized formats. Provides guidance and training to other staff and interns.
MINIMUM QUALIFICATIONS : High School diploma or GED required, with a minimum of two (2) years of experience working with ESRI or equivalent software within the field of geographic information systems (GIS) as a technician, coordinator, programmer, or analyst. An associate degree or bachelor's Degree with direct GIS training within geography, urban planning, computer science, engineering, cartography, or related field may substitute for the two (2) year minimum professional experience requirement.

LICENSES/CERTIFICATIONS: Valid Florida Driver's License required. GISP certification from the GIS Certification Institute, ESRI, or comparable certification is required or shall be obtained within one (1) year of employment in the position.
