Job Summary :

The Delphi Rise Outpatient clinic provides an array of services necessary to ensure individuals receive the appropriate treatment for their substance use disorder. We practice client-centered treatment, and believe that individuals should define recovery on their own terms. This position provides trauma-informed leadership for a small, dedicated and experienced Outpatient staff consisting of counselors, medical professionals and peer advocates. The selected candidate will work to enhance organizational performance and assist with day-to-day management of Delphi Rise assigned activities, programs, budgets and personnel. They will also uplift our culture of warmth, dignity, equity and respect.

Essential Job Duties and Responsibilities: (Additional duties may be assigned)

  • Clinical oversight of the Outpatient 822 licensed-programs
  • In cooperation with the COO, carry out the Delphi Rise policies established by the Board of Directors.
  • Supervision of the Outpatient Clinical Staff, the Staff Nurse, Nurse Practitioner, and Medical Doctor, as it relates to compliance and implementation of personnel policies, operational policies, business metrics, staff scheduling, developmental training and attendance.
  • Report to the COO on a regular basis around details of conflicts, issues, and resolutions.
  • Actively participate in local regional network collaborative efforts.
  • Establish and maintain strong partnerships with external stakeholders including but not limited to county court systems, other providers and the local department of social services. This includes the completion of certain required reports per contracted obligations.
  • Supervision of submission of annual work plans as required by OASAS and other funders, ensuring compliance with contractual and regulatory requirements and the evaluation of the level of achievement of performance targets.
  • Maintenance of Policy and Procedures in accordance with OASAS regulations.
  • Provide leadership for optimal organizational performance in meeting the expectations and requirements of agency funders and the Board of Directors.
  • Performance of other duties that may be necessary in the best interests of the program and as requested by the COO (including direct support of clients in times of need).
  • Oversee compliance with OASAS regulations.
  • Manage services and resources to meet operational and financial objectives.
  • Leadership of any audits by OASAS or other funders.

Supervisory Responsibilities:

This position’s supervisory responsibilities include recruiting; interviewing; making hiring recommendations; making final hiring decisions; instructing and training in work methods; assigning work; planning and scheduling work; checking and approving work; conducting performance evaluations; recommending salary adjustments; making effective recommendations regarding promotions; making final decisions on promotions; determining disciplinary actions; and making recommendations and supporting final decisions to terminate unsatisfactory employees.

Minimum Qualification Standards:

  • CASAC/Advanced Counselor OR a CASAC/Master Counselor OR a Qualified Health Professional including NCC, CRC, M.Ed., LMSW, LCSW, LMHC, LCAT, or LMFT with 30 OASAS training hours in Clinical Foundations I and II.
  • Minimum 5 to 7 years’ full-time work experience in a clinical healthcare setting.
  • Relevant experience supervising clinical staff.

Special Requirements:

  • Regular, physical on-site attendance is required.

Knowledge, Skills, and Abilities:

  • Computer proficiency including word processing, data entry, spreadsheets, and generating reports using standard software applications.
  • Excellent verbal and written communication skills.
  • Strong organizational skills including the ability to manage multiple projects and details simultaneously.
  • Some analytical ability to gather and summarize data, find solutions to various administrative problems, and prioritize work.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Ability to implement and achieve business matrix relating to billable hours among outpatient counselors and medical staff.
  • Ability to gather data, compile information, and prepare reports.
  • Strong written and oral communication skills to interact with customers, vendors and co-workers in a professional and helpful manner in person or via phone or written correspondence.
  • Ability to develop, plan, and implement short- and long-term goals.
  • Ability to work productively in a fast paced, stressful environment.
  • Ability to work independently and demonstrate initiative in meeting sales and revenue goals.
  • Leadership proficiency.

Equipment, Machines and Software Used:

This position requires the regular use of a computer/iPad, printer, fax machine, telephone, scanner.

Computer Software: Microsoft Office to include Word, PowerPoint, Outlook, Excel and experience working with an electronic medical system (EMR).

Mental and Visual Demand:

High mental and visual attention to solve complex problems and plan difficult work methods of highly complex and analytical procedures, policies and practices.

Physical Demand:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this position, the employee is frequently required to sit, stand, walk, talk, hear, perform repetitive hand motion, push, pull. The employee is not required to lift or move objects greater than 5 pounds.

The work environment characteristics described here are representative of those that may be encountered while performing the essential functions of this position. There is no exposure to adverse environmental conditions. Work is performed in a typical office environment with occasional outside travel.
