The Partnership Office supports joint operations of the MPSTOC partnership agencies, manages the Center’s business functions and serves as the primary liaison for the Commonwealth of Virginia agencies located in the Center, assisting with commonwealth agency facility projects as well as routine facility operating issues.About the McConnell Public Safety and Transportation Operations Center (MPSTOC):The MPSTOC is a 24/7 regional emergency communications center and is a partnership between the County of Fairfax and the Commonwealth of Virginia. County agencies include the Department of Public Safety Communications (the county’s 911 Center) and the Department of Emergency Management and Security. Commonwealth of Virginia agencies include the Virginia Department of Transportation and the Department of Virginia State Police. Other operational entities include the Fairfax County Police Department and Fairfax County Fire and Rescue Department.Duties and responsibilities include:Develops and maintains of Standard Operating Procedures (SOPs) and related forms.Works with multiple county agencies to identify and track facility operating costs and maintain related spreadsheets for use in invoicing Commonwealth of Virginia agencies.Researches and works with county contractors to identify needed common space furniture, equipment, and services. Completes and submits required procurement documents to county fiscal staff for final review and processing before ordering.Works with the MPSTOC GM in serving as onsite liaison for large scale county and commonwealth facility projects. Coordinates and collaborates with county and commonwealth project managers, contractors and MPSTOC agencies to ensure successful project completion. Communicates project requirements, status, operational and employee impact to MPSTOC partner agencies and employees.Attends MPSTOC Operating Board meetings to track action items and assist MPSTOC GM in implementing board identified projects which may include performing research, data collection and analysis.Works with the Commonwealth of Virginia partner agencies to manage access control processes, including verification of security credentials and access levels, for Commonwealth of Virginia employees needing access to MPSTOC. Enters, maintains and reviews commonwealth employee access information in the County’s WIN-PAK security software program.Works with the MPSTOC GM and associated contractors to manage the repair, maintenance, and preventative maintenance processes for the facility’s security cameras.Performs special projects as assigned to include leading ad-hoc partnership committees on a specific issue or initiative, collaborating with the GM on such committees and performing follow up research, data collection and development of materials and documents.Coordinates, directs, and/or supports logistics associated with MPSTOC county and commonwealth special events and media events.Note: The assigned functional areas of this position are Business operations and/or Management, Public administration, or Project management.Illustrative Duties(The illustrative duties listed in this specification are representative of the class but are not an all-inclusive list. A complete list of position duties and unique physical requirements can be found in the position description.)Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;Serves as the point-person and liaison within the department and with central countydepartments regarding a designated program and functional areas of responsibility;Prepares reports and presentations of analysis and findings.Required Knowledge Skills and Abilities(The knowledge, skills and abilities listed in this specification are representative of the class but are not an all-inclusive list.)Knowledge of the mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned;Knowledge of the principles, practices, and techniques relating to various functional areas of business operation (e.g., personnel, budgeting and financial management, contract administration and management);Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;Ability to identify and describe a range of possible solutions for solving business problems;Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;Ability to train, lead, and/or supervise paraprofessional staff.Employment StandardsMINIMUM QUALIFICATIONS:Any combination of education, experience, and training equivalent to the following: ( on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus, two years of professional work experience within the functional area.PREFERRED QUALIFICATIONS:Ability to prioritize and handle multiple issues and tasks daily.Ability to perform in an independent manner, think analytically, demonstrate initiative, and work collaboratively with employees at various levels of county and commonwealth organizations.Two or more years of experience completing and reviewing financial and/or procurement documents for compliance with established policies and procedures.Three or more years of performing a variety of technical and professional work related to performing, monitoring, and reporting on operational and business processes, activities, and outcomes.Two years’ experience as an on-site liaison.Experience interacting with international, national, regional, and local visitors to the center many of whom may be high level political representatives or appointees speaking multiple languages.Ability to have a flexible work schedule to include working outside normal hours for emergency or media events affecting the facility.Well-developed oral and written communication skills.Proficient in Microsoft Office products including Outlook, Word, Excel, and PowerPoint.NECESSARY SPECIAL REQUIREMENTS:The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer.PHYSICAL REQUIREMENTS:Employee may be required to lift up to 15 lbs.
