Healthcare for the Homeless’ (HCHN) Mobile Medical Program is looking for an Area Manager (HSA I) to lead the Mobile Medical Program, in collaboration with the Clinical Supervisory team and nursing leadership. Direct the daily operations of the health service center or program, including supervision and evaluating staffing needs, developing and monitoring program budget, and develop, prioritize and implement program goals and objectives and ensure alignment with all compliance guidelines & regulations. The Area Manager will lead planning, implementing, directing and evaluating the operations of the Mobile Medical Program. Collaborate with staff, colleagues and division director in developing and implementing new program initiatives; ensure compliance with policies and procedures. The Mobile Medical team is comprised of providers, nurses, outreach workers, health education specialists and social workers. Core values of the program include trauma informed systems, equity and social justice and a harm reduction practice.

  • Evaluate staffing patterns to ensure adequate staffing to meet program and department goals; supervise and evaluate direct reports; manage the work of service center or district staff; hire, train, coach and evaluate, staff as needed.
  • Develop, implement and monitor program annual budget; participate in budget planning; prepare budget based on guidelines; routinely evaluate and analyze expenditures and revenues; justify budget needs; authorize payments and requests for capital expenditures; anticipate needs and develop appropriate resources; seek new sources of funding to complement existing programs or to address specially identified needs of the program or district.
  • Direct supervision of nursing leadership and other program level support staff. Support professional development of Mobile Medical staff and promote a trauma informed work environment and uphold Racial Equity & Social Justice throughout the teams.
  • Cultivate and maintain strong relationships with internal and external stakeholders, to include: Mobile Medical Partners, CHS and DPH Programs, Tribal organizations, Homeless Service Providers, community members, Health Care for the Homeless Governance Council, network partners, funders, Behavioral Health Agencies, and jails.
  • Ensure the voice of people with lived experience (of homelessness) is both infused and guiding decision-making practices.
  • Address and lead efforts to change the policies embedded in the multi-layered systemic racism practices present in our division, department, and community.
  • Evaluate staffing patterns to ensure adequate staffing to meet program and department goals in response to emerging health issues (i.e., respiratory diseases, STIs, extreme weather events with support of nursing leadership.)
  • Work with program & division fiscal and operations staff to ensure Mobile Medical Programs’ financial stability, and audit readiness.
  • Maintain programmatic alignment with all regulatory and fiscal compliance requirements, in coordination with HCHN and Division operations staff. In collaboration with nursing leadership/Clinical Quality Lead ensure all Mobile Medical policies and procedures reflect Federal, State, & PHSKC requirements & best practices.
  • Strengthen the foundation of the Mobile Medical Program through strategic planning, capacity building and partnership engagement. Collaborate with HCHN’s Resource Development Manager and nursing leadership to respond to grant opportunities to expand Mobile Medical Services.
  • Other duties as assigned.
Required
  • Three (3) years of demonstrated experience supervising multidisciplinary health care teams.
  • Demonstrated commitment to deepening knowledge and understanding (both professionally & personally) of racial equity and social justice principles. Demonstrated ability to apply equity and social justice principles to program planning, management, and evaluation.
  • Experience leading operations (i.e., staffing, budget projection and monitoring, programmatic and fiscal compliance) of mobile/field-based health programs (or possess transferrable skills).
  • One (1) year of experience providing oversight to clinical regulatory compliance for health service programs.
  • Demonstrated experience with partner relations management & capacity building.
  • Previous experience working in programs serving people experiencing homelessness, or other vulnerable populations.
  • Knowledge of trauma informed, person-centered practices and demonstrated experience applying in multidisciplinary teams.
  • Knowledge of how health inequities have disproportionately impacted communities of color.
  • Three (3) years of experience in program planning and project management in a health care field.
  • Experience applying low-barrier harm reduction practices and substance use disorder services.
  • Valid Washington State Driver's License and the ability to travel between program sites throughout King County in a timely manner.
Desired:
  • Familiarity with the ecosystem of homeless services in King County, WA. Familiarity with health care provision to people living homeless or other marginalized populations.
  • Established relationships with local funders.
  • Experience as a clinical provider.
  • Previous experience building and strengthening interprofessional teams.

Work Schedule

This position is Monday-Friday, 8:00am-5:00pm with occasional nights/weekends as needed. This position is FLSA exempt and not eligible for overtime.


Work Location

This position will be located at 7272 W Marginal Wy S, Seattle, WA 98108.


Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely.
