Position Overview

The Recuperative Care Program (RCP) Director oversees the operations and administrative aspects of the program. This position is critical in the implementation and sustainability of the new Recuperative Care Program. This is a pilot program, launched in July 2024, designed to serve people experiencing homelessness while struggling with medical, mental health, substance use disorders, or other complex needs that make it unsafe for them to live in congregate settings, on their own, or outdoors. The goal of this program is to mitigate a gap in services for people with complex needs and unstable housing by providing a safe place for them to reside while connecting them with services necessary to meet their needs and plan for a more stable housing situation.

RCP is a pilot program supported by grant funding, which lasts through June 2025. Continued funding has not yet been secured and the RCP Director will help plan for the long term sustainability of the program.

This position is listed as part or full time to reflect flexibility in hiring someone who may be interested in taking on part or all of the responsibilities outlined below.

Responsibilities

Leadership:

  • Develops positive internal and external relationships by effectively representing program management to staff, other organizations and state and federal agencies.
  • Works effectively with the National Institute for Medical Respite Care, Lamoille Community House, Lamoille Health Partners, Copley Hospital, Lamoille County Mental Health Services, and other partner and contracted agencies that are part of the Recuperative Care program team to improve program systems and contribute to the overall management of the pilot program.
  • Informs project team of significant problems that may jeopardize the achievement of objectives, and those not being addressed at the program level.
  • Assumes responsibility for the operations of Recuperative Care pilot program.

Programs and Services:

  • Monitors, evaluates, and improves upon programs and services at RCP alongside NIMRC and partner agencies.
  • Assists with budget planning, development, implementation and administration for RCP.
  • Prepares, distributes, and maintains a variety of reports for both internal and external purposes; responds to requests for proposals and contracts. Ensures timely submission of paperwork and reports, both internal and external.
  • Collaborates with LCH Director of Development and Communications to plan for the financial sustainability of RCP, including evaluating the current budget, working with state partners to secure stable funding, and apply for grants and other funding opportunities.
  • Assures compliance with all program contracts and policies, and oversees all clinical audits and reviews; works with the partner agencies in quality improvement/assurance activities.
  • Assures that the rights of guests are protected at all times.
  • Works with contracted agencies providing medical, mental health, substance use, and/or other needed support to assure appropriate levels of care are provided to guests.
  • Works with housing case managers to assure that appropriate levels of engagement in services are provided to guests.
  • Works as a team member to ensure safety for guests and staff.
  • Contributes toward establishing and maintaining respectful and dignified atmosphere for guests.
  • Responds to calls at home from staff for assistance in emergency situations, and works with other on-call staff to create support for staff onsite.
  • Ensures that the RCP facility is tidy, safe, and sanitary; conducts timely and regular fire drills and/or other emergency drills.
  • The RCP Director may cover and/or work regular shifts at RCP.

Supervision:

  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Plans, assigns and directs work for RCP.
  • Interviews, selects, and trains new employees, with support of LCH.
  • Counsels staff members on quality and quantity of work.
  • Addresses complaints and resolves problems regarding the functioning of the RCP.
  • Appraises the performance of RCP employees.
  • Documents instances of poor performance or failure to follow organization policies, procedures, or good practices.
  • Collaborates with and directs contracted staff, including care coordinator and nurse roles.

  • Participates in professional development activities to keep abreast of technical and legal developments.
  • Supports diversity and discourages intolerant behavior.
  • Communicates, both openly and timely, concerning potential task or workload problems, status of workload, and issues that prevent the staff members from completing tasks in a timely manner.

Qualifications:

  • Bachelor’s degree in a related field or two to four years of experience in human services, social work, non-profit, or related field.
  • At least three years of management and supervisory experience.
  • At least two years of program leadership experience.
  • Ability to employ independent problem-solving strategies in rapidly changing situations.
  • Experience providing case management, or other support services.
  • Understanding of systemic and generational poverty, substance misuse disorders, mental health disorders and their impact on those experiencing homelessness.
  • Knowledge of statewide and regional resources (housing, financial, etc.)
  • Knowledge of medical care fields.

Evaluation Process: Evaluation of performance by the Executive Director and RCP partner agencies on an annual basis.
