The Police Records Clerk plays a crucial role in maintaining and managing the records and data related to City of Middleton law enforcement activities. The Records Clerk's primary responsibility is the accurate processing and organization of various police records, including incident reports, arrest records, citations, and other essential documents. The Records Clerk works closely with law enforcement personnel, public safety agencies, and the public, ensuring the integrity and confidentiality of sensitive information.
Working under the direct supervision of the Police Department Office Manager the clerk performs varied and essential clerical work. The position requires a detail-oriented and highly organized individual with excellent communication skills and a commitment to upholding legal and ethical standards. This role requires a high level of skill in the operation of the office equipment, use of office software, use of records management systems, and specifically the ability to type and enter data accurately at high rate of words per minute. This role includes regular daily contact with the public as the first point of contact when community members come to the police department seeking information and aid.
The Clerk must have the ability to master the procedures and regulations of the office.

Job Functions
Essential Duties
  • Process sensitive law enforcement data utilizing the Department's Records Management System. Type reports, letters, forms, indexes and similar material from a variety of source documents, including dictation.
  • Review and edit material for correct grammar, spelling, and punctuation.
  • Check or tabulate statistical or fiscal data.
  • Greet the public and answer phones.
  • Refer people to appropriate personnel; answer routine questions; explain routine procedures; receive fees and issue receipts; distribute and explain forms.
  • File correspondence, memorandums, reports, etc. alphabetically, numerically and according to other predetermined classification.
  • Maintain simple clerical and accounting records.
  • Duplicate, assemble and collate various reports.
  • Operate copier, scanner, postal, and other office machines.
  • Receive and process mail, email, computer messages, and records requests.
  • Record and prepare parking, traffic, and ordinance citations, and criminal arrests and crash documents in a timely manner for intake into the appropriate court system or criminal justice databases.
  • Copy and prepare digital media evidence for prosecution and upon an Open Records request.

Knowledge, Skills, and Abilities
Knowledge
  • Good knowledge of office terminology, procedures, equipment, office software, business arithmetic, grammar, spelling, and English.
  • Working knowledge of records management systems preferred.
Skills
  • Typing speed of 40 words per minute free of errors.
  • Proficient in the use of Microsoft Word.
  • Strong English grammar and proofreading skills.
  • Clerical aptitude; good judgment, tact and courtesy.
Abilities
  • Ability to understand and follow complex oral and written instructions.
  • Ability to maintain clerical records and prepare reports from such records.
  • Ability to make minor decisions in accordance with laws, regulations, established policies.
Education, Training and Experience
Education
  • High School Diploma or equivalent required
  • An Associate Degree in Administration, Office Management, or similar discipline is preferred, a Bachelors degree or higher is highly preferred.
Experience
  • Experience in clerical work and completion of a Receptionist, Clerical or Office Assistant Certificate program.
  • Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
