Position Information
The Planning, Design & Construction department and the Office of the Campus Architect manages the programming, design, regulatory plan review and permitting, and construction of all new campus construction projects, and the remodeling and alterations of major and minor capital projects, as well as numerous facilities projects and smaller equipment installations, modular furniture construction and installation, and other small non-capital projects, with an active project load of over $1.1 billion. The Permit Program Manager assists in the mandated regulatory compliance for the design and construction efforts on campus. This position acts as the technical expert and is exclusively responsible for managing, monitoring, and maintaining Building and Safety's software applications. The Permit Program Manager manages and oversees plan review and permit processing for all projects. This position provides guidance and training to all campus departments and personnel regarding the permit issuance process on all construction projects for both on and off-campus construction project sites. The Permit Program Manager independently makes necessary modifications to all processes related to project plans, specifications, and permit processes and documents.

The full salary range for the Permit Project Manager is $78,700- $145,100 annually. However, the expected pay scale for this position is up to $111,504 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

Education

Education Requirements
Degree Requirement Bachelor's degree in related area and/or equivalent experience/training. Required

Licenses
License Requirement Valid Driver License Preferred

Certifications
Certification Requirement Certified ICC Permit Technician Preferred Certified ICC Plans Examiner Preferred Certified ICC Building Inspector Preferred

Conditions
Condition Requirement ICC Certification for Permit Technician obtained within 1 year of appointment start date. Preferred

Experience
Experience Requirement Experience in overseeing and leading a building permit program in a higher education setting. Preferred Experience assisting building inspectors and/or providing technical assistance to Building Official, Plans Examiners and building inspectors in a building department in a higher education setting. Preferred 4 - 7 years of related experience. Required

Minimum Requirements
Special Condition Requirement Hired candidate must successfully pass a background check prior to appointment start date. Required Ability to operate University vehicles for business and operational needs. Required Occasional travel for university related business meetings, conferences and/or professional development. Required

Preferred Qualifications
Thorough project management skills, including skill to manage complex projects.
Thorough written, verbal and interpersonal communications skills including high level political acumen.
Thorough administration and maintenance knowledge and skills using permit and plan review software.
Thorough knowledge of the principles and procedures of record keeping, and report preparation.
Strong computer skills and knowledge of various computer software programs including, but not limited to MS Word, Excel, PowerPoint, Project, Outlook and Outlook calendar, Plan Review and Permit computer Programs and all other related construction project management software.
General knowledge of methods, practices and processes of commercial and residential construction.
Proven ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget.
Thorough skills in problem recognition/avoidance/resolution.
Thorough knowledge of methods and techniques of technical research.
Thorough working knowledge of building and construction, design, construction contract administration and California Building Codes, including full understanding of industry practices.
Thorough organizational and analytical skills including skill to provide high quality control. Detail oriented to accurately proof contracts and other documents.

Additional Information
Knowledge of University of California Capital Building Programs.
Basic cost accounting, review, and preparation of invoice type documents.
Knowledge of Division of State Architect (DSA) and State Fire Marshal (SFM) code and policy requirements for higher educational construction.
General knowledge of building-related codes, ordinances and standards enforced by the University, including International Code Council (ICC) building codes, electrical code (NFPA), plumbing and mechanical (IAPMO), fire code (ICC), UCOP FM, and UCR Campus Standards and all State of California Code Amendments.
Thorough knowledge of operations of the Planning, Design and Construction Department.
Thorough knowledge of the organization, including its infrastructure and short and long range strategic building plans.
