This is a GS-1640-11 with full performance grade level, GS-12; a Facilities Operations Specialist for JMD (FASS), Justice Buildings Services, responsible for the maintenance and repair of systems and alteration activities for all Robert F. Kennedy main Justice Building (RFK) operations and other buildings as assigned. This vacancy announcement is open ONLY to Department of Justice Employees in the Competitive Service.

The duties and responsibilities for a GS-1640-11, Facilities Operation Specialist generally include, but are not limited to, the following:

  1. Prepare written reports of technical findings resulting from inspection of equipment and completed work.
  2. Present findings to management to support cost estimates for repair work, materials, and equipment upgrades.
  3. Prepare scopes of work and establish standards for contracts.
  4. Investigate buildings to ensure all commercial building systems, mechanical systems (pumps, motors, heating, air conditioning, cooling towers, boilers, chillers and sewage treatment plant) are operating properly.
  5. Assist management in analyzing contract requirements.
  6. Provide oral/written technical specifications regarding problems encountered as a result of vendor work product.

The duties listed above are generally written for one grade level; however, this is a career ladder position with full performance level (FPL) of a GS-1640-12. This position is advertised at the GS-1640-11 level only. Organizations may also add 'other duties as assigned' once you are hired, based on what is included and allowed by the position description.

Salary
  • $82,764 - $107,590/year

Qualifications

To qualify for the position of Facilities Operations Specialist, (GS-1640-11 - full performance level GS-12), you must possess the required education, training and/or specialized experience specific to this series and grade.

If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

BASIC EDUCATION OR TRAINING:
Possess a Ph.D. or equivalent doctoral degree with Major Study- engineering, industrial arts, property management, or business administration which is related to the work of this position.

OR

Three full academic years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields: engineering, industrial arts, property management, or business administration which is related to the work of this position, or a closely related field.

OR

SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal service. At a minimum, specialized experience in preparing plans or specifications for alterations/repairs on facility operations, identifying or recommending appropriate funding sources on facility maintenance or operations and reviewing contract requirements to ensure specifications regarding facility maintenance issues are completed.
