LOCATION: This is a fully remote position with the expectation to come on site occasionally for meetings and/or other work related events.
JOB DESCRIPTION:
SUMMARY OF THE POSITION :
The Data Analyst supports the Department of Program Evaluation in producing meaningful data analytics for operational insights, program evaluation, and strategic reporting. The incumbent interprets department internal and external requests for data analysis into appropriate querying of Pine Street Inn’s HMIS and other related databases, assesses the data in the query results for quality and for informational value, conducts statistical analysis of such data and provides interpretation of results and assists with dissemination. The incumbent also maintains and develops automations to support PSI reporting needs, such as data warehousing.
The Data Analyst supports the Department of Program Evaluation in its data quality improvement efforts and suggests improvements in data collection processes and systems, with the end goal of promoting mission-driven programming.
QUALIFICATIONS:
The person in this position must have a good understanding of data, a clear commitment to the population served and be able to work as part of a team.
REQUIREMENTS:
EDUCATION/TRAINING:
REQUIRED:
- Bachelor’s Degree with two to five (2 – 5) years of database applications and administrative experience, preferably in human services.
- Experience in basic statistics.
- Proficiency in office software and equipment including Microsoft Office Products (Word, Excel, and Outlook), internet use, telephone systems, and copy/scanner machines.
- Advanced knowledge of Microsoft Office Suite (Excel pivot, macros, VLOOKUP/XLOOKUP).
- Ability to deliver results, work independently, and prioritize tasks.
PREFERRED:
- Master’s Degree with at least one (1) year of database applications and administrative experience, preferably in human services, and training in program evaluation, research methods, or program management, or equivalent professional experience.
- Proficiency with SQL, Power BI, Python, or similar analytical tools.
- Experience with Clarity, ClientTrack or other Homeless Management Information Systems; experience with Customer Relationship Management (CRM) software.
- Experience with automation software (such as Power Automate) or Extract, Transform, and Load processes.
KNOWLEDGE/EXPERIENCE:
REQUIRED:
- High level of computer proficiency in database systems, including data entry, maintenance, quality assurance and report-writing.
- Strong verbal and written communication skills.
PREFERRED:
- Experience with outcome-based programming, evaluation, and an ability to analyze data to identify trends and variance from established goals.
- Experience working with homeless individuals with untreated mental illness and addictive disorders.
- Experience with project or workflow management.
- Bilingual/Bicultural (Spanish).
PHYSICAL ABILITIES/SKILLS:
REQUIRED:
- Ability to walk up 6 flights of stairs and access different building locations, if needed.
- Ability to work at a computer for extended periods of time.
- Ability to use a PC, phone, copier, and fax machine frequently.
- Ability to respond safely and quickly in case of emergency situations.

ESSENTIAL FUNCTIONS:
Data Management and Reporting:
- Performs data validation and clean up to prepare for analysis and assists in database management.
- Monitors, maintains and develops Extract, Transform, and Load (ETL) processes to maintain data warehouses as needed.
- Produces data reports to assist in meetings on reporting requirements.
- Produces interactive dashboards based on the needs of various audiences.
- Responds to requests for data and special information promptly and as needed.
- Helps in optimizing the HMIS System to produce data for Outcomes and Program Quality Improvement in collaboration with all members of the Department of Program Evaluation.
- Identifies and addresses areas needing improvement regarding data collection workflow/efficiency.
- Inputs data into the Pine Street Inn’s HMIS system if needed.
- Performs any other tasks deemed necessary for maintaining the quality of the HMIS system.
- Provides assistance to staff to ensure accurate data collection.
Research and Modeling:
- Researches and utilizes sources to create more robust internal datasets such as the Boston HMIS Data Warehouse, and other PSI data systems.
- Examines outcomes from various statistical methods to suggest/implement the most scientifically accurate approach.
- Tests results from various analytical methods if they reflect the “real-world”.
- Participates in strategic projects, such as predictive modeling of inventory needs, to inform organizational strategic direction.
- Explores data insights to support improved service delivery, such as service planning data and flows across program areas.
- Assists in the efforts to produce research on Pine Street Inn initiatives, which may be published and utilized in local and national arenas to increase the viability of homeless service programs.
