THE POSITION
Washington County Department of Health and Human Services (HHS) is seeking a highly motivated and organized individual to assist the Behavioral Health Division in implementing projects that span other departments of the county, especially Housing Services, and improve services to our community members. The Behavioral Health Project Manager will lead the planning and development of initiatives that range from new substance use disorder program development to internal projects designed to improve staff retention and wellness.

About the position:
The primary role of this position is to lead the implementation of projects that are often funded with one-time grants or are of limited duration. Projects will often center around the development of new clinical services or supports but may also involve the implementation of initiatives supporting the work of Behavioral Health Division staff.
Primary responsibilities may include, but are not limited to:
  • Receives assigned projects from direct supervisor and Division Manager. Assumes primary responsibility for organizing projects, facilitating information gathering, developing and monitoring project plans and ensuring projects are completed in a timely and high-quality manner.
  • Manages, oversees, and monitors assigned highly complex interdivisional and countywide program(s) to assure compliance with statutes, guidelines, budget parameters, and grant or funding requirements; assesses program(s) service provision needs and systems in a county, department, or division-wide basis; analyzes information on service utilization, referral systems, community needs, service evaluations, and program management; and identifies needed service additions and modifications.
  • Plans methods of providing services to meet identified needs; develops plans in coordination with internal and external stakeholders; and advises stakeholders in the formulation of objectives, methods, and budgets.
  • Negotiates and monitors contracts with agencies to provide services; defines budgetary parameters, the scope of work, deliverables, and schedules; evaluates agency eligibility; monitors compliance with contract agreements; monitors case recording, accounting, and administrative procedures; and reviews contract expenditures and approves payments.
  • Initiates and supervises the design and implementation of quality assurance, reviews program audits, and performs site visits within assigned program areas.
  • Identifies problems, determines analytical techniques and statistical and information-gathering processes, and obtains necessary information and data for analysis.
  • Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  • Participates in the preparation of program budgets in coordination with contract agencies, service, and revenue projections.
  • Works with technical assistance agencies, providers, and assigned staff to identify technical assistance and training needs; arranges for or provides consultation and technical assistance and training to agencies and programs within specialty areas.
  • Serves as the liaison between the department, local agencies, state agencies, service providers, and the public; prepares and consults with agencies on grant development for funding of direct and contracted services; provides outside agencies with information on current federal, state, and local funding sources; and prepares, reviews, and makes funding recommendations.
  • Attends team meetings and participate actively.

  • Best practices for services and supports for individuals who are diagnosed with mental health or substance use disorders.
  • Experience with new program development and implementation.
  • State regulations governing services or program area specialties, especially Medicaid programs.
  • Program and contract administration.
  • Principles of program evaluation and monitoring.
  • Methods and techniques of data collection and statistical analysis.
  • Budgeting procedures and practices.
  • Key components of cultural competency, awareness of differences, attitudes, and beliefs to work across cultures effectively and appropriately.
  • The local system of care including gaps in service availability.
Additionally, they will:
  • Be skilled in organizing complex bodies of work, often with short timelines.
  • Be self-motivated and able to work independently.
  • Have the competencies to skillfully connect with staff in other county departments and divisions to understand their needs and incorporate the feedback into new programs being implemented.
  • Have a strong understanding of Equity, Diversity and Inclusion and how to center these principles in all elements of their work.
  • Have a broad understanding of project management, program evaluation and new program implementation.

MINIMUM QUALIFICATIONS

Education and Experience:
Candidates must meet one of the following minimum qualifications to be considered:

  • Master's degree in social services, clinical psychology, counseling, or related mental health field; AND five (5) years of work experience in mental health or addiction services.
    OR
  • Bachelor's degree in social services, clinical psychology, counseling, or related mental health field with credentialing by the State of Oregon as a Certified Alcohol and Drug Counselor II (CADC II); AND seven (7) years of work experience in mental health or addiction services.
