The Workforce Group (WFG) seeks a dedicated and experienced Disaster Response Project Manager to lead and oversee disaster recovery and emergency management projects. The individual will manage all phases of disaster response operations, from initial mobilization to project completion, ensuring the timely and effective delivery of services. This role requires strong leadership, strategic planning, and the ability to manage multiple teams in a fast-paced, high-pressure environment.
Responsibilities:

  • Project Management and Oversight:
    • Lead disaster response operations, including resource mobilization, logistics coordination, and execution of recovery efforts.
    • Develop detailed project plans, timelines, and budgets for disaster response efforts.
    • Oversee the setup and operation of base camps, shelters, and other disaster recovery facilities.
    • Ensure all projects adhere to contract terms, timelines, and budgetary constraints.
  • Team Leadership and Coordination:
    • Manage cross-functional teams, including logistics, safety, communications, and support personnel, ensuring smooth operations during disaster response.
    • Conduct regular team briefings to ensure alignment on goals, responsibilities, and timelines.
    • Oversee recruitment and deployment of field personnel and subcontractors.
    • Ensure effective communication between all stakeholders, including government agencies, non-profits, and local communities.
  • Stakeholder Management and Communication:
    • Serve as the primary point of contact for clients, government agencies, and other key stakeholders throughout the project lifecycle.
    • Provide regular updates and status reports to leadership, clients, and regulatory authorities.
    • Maintain positive relationships with partners, communities, and subcontractors involved in the disaster response process.
    • Handle any issues or concerns that arise, ensuring a swift and appropriate resolution.
  • Compliance and Quality Control:
    • Ensure all disaster response activities are in compliance with federal, state, and local regulations, including FEMA and other relevant guidelines.
    • Implement quality control procedures to ensure safety, efficiency, and effectiveness in all operations.
    • Maintain thorough documentation of all project activities, expenditures, and compliance measures.
  • Risk Management:
    • Conduct risk assessments to identify potential challenges in disaster zones and develop strategies to mitigate them.
    • Ensure the safety of all personnel on-site by enforcing safety protocols and managing the distribution of safety equipment.
    • Address unforeseen challenges, ensuring continuity of operations and minimizing disruption.
  • Reporting and Documentation:
    • Prepare detailed project reports, after-action reviews, and debriefs for stakeholders, outlining successes, challenges, and lessons learned.
    • Track and monitor the financial performance of projects, including cost forecasting and budget adherence.
    • Ensure accurate record-keeping for all expenditures, resources, and personnel involved in the project.
Qualifications:
Bachelor's degree in project management, Emergency Management, or a related field. A master's degree or certifications in Project Management (PMP) or disaster recovery/emergency management (such as CEM, and FEMA certifications) is a plus. Minimum of 5 years of project management experience, with at least 2 years in disaster recovery, emergency management, or related fields. Proven track record of successfully managing large-scale disaster response operations. Experience working with FEMA, state, and local emergency management agencies, or similar organizations.

Travel: Ability to travel and work in disaster-affected areas, including extended hours and working on weekends during active response periods.
Work Environment:
  • The role involves both office and fieldwork, including travel to disaster sites.
  • The candidate must be willing to work long hours, often in adverse conditions, including weekends and holidays during disaster events.
