Essential Duties & Responsibilities:
  • Provides traffic and transportation analyses and operational evaluation information for the traveling public for the Town’s transportation system, supporting national and regional standards, and Town operation and maintenance programs.
  • Provides design and technical support to project managers, section leads, and planners on transportation projects. Work may include signal design, striping and sign plan design, and other transportation evaluations and studies ensuring safe and efficient transportation operation.
  • Assists with and manages design and construction of a variety of small-scale transportation capital improvement projects (CIP) projects including safety, bicycle, and pedestrian facility improvements. Coordinates bid and proposal process including writing invitations to bid (ITB) and requests for proposals (RFP), writing summary memos, holding pre-construction and pre-bid meetings, and processing invoices. Coordinates projects with project managers, section leads, and other stakeholders to ensure completion. Ensures adherence to plans, tracks progress, and ensures budget, schedule, and safety standards are met.
  • Reviews plans and proposals submitted by consultants, Town staff, and developers for accuracy and compliance with Town regulations, the MUTCD, and other engineering standards. Communicates necessary changes.
  • Evaluates proposed multimodal transportation access and facilities for connectivity into existing Town transportation network. Assists the Transportation Planner in the implementation of transportation planning projects and engineering work to advance the Town’s transportation goals defined in the Transportation Master Plan (TMP) and other transportation documents. Oversees small transportation planning projects. Incorporates multimodal planning into projects.
  • Coordinates communication between local schools and the Town. Represents Town interests in collaborative efforts with the school district to resolve traffic issues surrounding schools. Compiles recommendations and comments for project managers, section leads, and planners, Answers questions for school community members, and facilities communication between Town and community. Negotiates and mediates conflicts.
  • Researches and makes recommendations for the Town’s Safe Routes to School program including coordination with Colorado Safe Routes to School program, identifying and writing grants, and organizing Safe Routes to School events and projects.
  • Assists with the Town’s transportation safety projects and planning including the Town’s biannual crash facts report, ongoing crash database analysis, safety countermeasure alternative analysis, and safety project management. Carries safety projects from safety issue identification, countermeasure alternative analysis, project cost estimation and budget request, bidding and contractor selection process, and oversight of the project through completion.
  • May assist with the Town’s traffic signal operations including monitoring corridor data metrics including travel time, signal performance metrics, coordination and platooning, and other metrics. Performs traffic analysis through typical traffic software and creates new or modified timing plans under supervision of the Engineer. Uploads and downloads timing plans to traffic controls via the Town’s central signal management software. Assists the Engineer in responding to public requests regarding signal operational issues.
  • May assist planners with programs and special projects, including vehicular (roadway and parking), public transit, bicycle, and pedestrian needs. Conducts research, develops improvements to the programs in coordination with transportation planning recommendations, and implements any recommended changes.
  • Participates in internal and external meetings with consultants, Town staff and developers. Negotiates to resolve plan issues.
  • Analyzing, researching, investigating and using sound engineering judgment to draw conclusions, evaluate alternatives, and make recommendations to address transportation and traffic operational and traffic/bicycle/pedestrian safety issues and concerns.
  • Assisting the Transportation Department with project management, including transportation master plans, bicycle master plans, traffic calming studies, traffic monitoring and management services, transit planning studies, bicycle and pedestrian safety studies, mobility/multi-modal studies, and conducting transportation surveys.
  • Assisting the Transportation Department in reviewing preliminary and final engineering roadway plans to ensure pedestrian and bicyclist safety.
  • Preparing comments, writing reports, correspondence and other documents pertaining to transportation projects and issues.
  • Performs other duties as assigned or required.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: A Bachelor's Degree in Civil Engineering or related discipline. Enrollment as a Colorado Engineer Intern (EI) is preferred
Experience: At least two (2) years' related experience; or any equivalent combination of education, training, or experience
Licenses and/or Certifications Required:
  • A Valid Driver's License
Knowledge, Skills, and Abilities:
  • Knowledge and understanding of the principles and practices of civil engineering, transportation planning, and traffic engineering.
  • Ability to become knowledgeable about the Town's existing transportation infrastructure.
  • Ability to perform a variety of engineering analyses related to safe transportation facilities and traffic signal operation.
  • Ability to perform work with minimal supervision.
  • Ability to establish and maintain effective working relationships.
  • Ability to effectively management transportation projects from planning through design and construction
  • Ability to communicate effectively with all levels of Town staff, developers, contractors, outside agencies and citizens in writing and orally.
  • Working knowledge of Microsoft Office products and ability to utilize a variety of computer programs such as Transportation Engineering Software, AutoCAD, Centracs, ArcGIS, Cartegraph, and Synchro.
  • Working knowledge of transportation and traffic engineering manuals such as the Manual on Uniform Traffic Control Devices (MUTCD), the ITE Trip Generation Manuals,
  • Highway Capacity Manual (HCM), AASHTO Design guides, and Model Traffic Code.
  • Basic understanding of traffic signal timing and corridor coordination.

  • Works primarily in a clean, comfortable environment
  • This position will access all work sites inside and outdoors to perform duties, potentially in any weather and environmental conditions, including possible exposure to extreme weather conditions, dust, dirt, heat, cold, fumes, gases, odors, noise, wetness and humidity
Equipment Used:
  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
