Job Requirements / Description

This is highly responsible technical and administrative work that is responsible for evaluating, designing, and maintaining the complex computer and networking systems in the city. Work is performed under the general supervision of the City Manager.

Major Duties

  • Conceptualizes, evaluates, and recommends information technology strategies, plans, and priorities;
  • Establishes standards and procedures for automation systems;
  • Defines new system and/or user application requirements, and assists in system design;
  • Implements and monitors all City automation and information technology programs;
  • Ensures the effectiveness of programs and that goals, schedules and budgets are met;
  • Assesses the City’s current and future information and automation needs to develop recommendations and budget proposals;
  • Reviews and advises on purchases of all hardware, software, and automation related-services;
  • Administers and monitors vendor contracts to ensure compliance with performance measurements and effective facilitates management;
  • Responsible for City-wide management and administration of end-user training needs for appropriate applications, as well as in the use of personal computer tools;
  • Reports on the status and progress of automation projects and operations; makes recommendations for modifications of automation systems as needed;
  • Coordinates with various advisory or steering committees to establish strategies, goals, and programs related to automation;
  • Performs other related duties as assigned.

Minimum Qualifications

Bachelor’s degree required in Information Systems, Computer Science, Information Technology or related field; Master’s degree preferred; operation and administration of SQL server five (5) to seven (7) years of progressively responsible related experience, with two (2) years in a supervisory position; local government experience preferred; equivalent combination of education and experience.

Knowledge Required by the Position

  • Advanced knowledge of current developments, equipment, technology, and methods of administering a broad program of information;
  • Advanced knowledge of administrative principles and practices including goal setting, program planning, implementation, monitoring, evaluation, and personnel management, including supervision and training;
  • Advanced knowledge of principles and practices of budget development and administration in a public agency;
  • Advanced knowledge of applicable laws, codes and regulations;
  • Ability to select, motivate, evaluate staff and provide for their training and professional development;
  • Ability to develop, implement, and interpret goals, objectives, policies, procedures, work standards, and internal controls;
  • Ability to exercise sound independent judgment within established policy guidelines;
  • Ability to analyze complex technical and administrative problems, establish alternative solutions and adopting effective courses of action;
  • Ability to establish and maintain effective working relationships with those contacted in the course of the work.

Supervisory Controls

The work is performed under the direct supervision of the City Manager.

Guidelines

Guidelines include the City personnel handbook and City codes and ordinances.

Complexity

Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.

Scope and Effect

The purpose of this position is to coordinate and articulate strategic direction of City information systems and services. Successful implementation ensures the effective use of the latest technology throughout the City.

Contacts are typically with co-workers, elected officials, vendors, City employees, other local government officials, and the general public.

Physical Demands

Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls and reach with hands and arms. Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The incumbent may be required to push, pull, lift, and/or carry up to 40 pounds.

Work Environment

Work is performed in an office environment, with the employee typically sitting at a desk.

Supervisory and Management Responsibility

The IT Director supervises the IT staff.
