IntelliBridge is an award-winning national security company looking for a Management Consultant to provide strategic PMO and change management support to National Oceanic and Atmospheric Administration (NOAA). Competitive candidates will be proven problem solvers with experience managing all phases of the project lifecycle in a fast-paced environment while providing strategic consulting services in support of organizational change management initiatives. Ideal candidates will be detail-oriented, high energy, and comfortable managing multiple work streams and interacting with senior executive government leaders on an independent basis. Key activities that will be supported include project schedule development and analysis, monitoring and control of project execution, change, risk and scope management, stakeholder engagement, communications, reporting and budget execution support for enterprise-wide projects and programs.

Responsibilities/Duties:

  • Manage day-to-day operational aspects of a project and scope
  • Facilitate collection and refinement of technical requirements
  • Implement accurate and repeatable program management processes
  • Facilitate and contribute to strategic planning and milestone development
  • Provide project management coaching to federal project managers
  • Support implementation of automated Smartsheet work management solutions
  • Develop and manage project schedules based on high-level milestones
  • Support the PMO governance methodology and enforce project standards
  • Provide support to the PMO in the areas of Scope/Integration Management, Schedule Management, Risk Management, Quality Management, and Stakeholder / Communications/Resource Management
  • Support the development of Organizational Performance Metrics and performance management strategies
  • Ensure project documents are complete, current, and archived appropriately
  • Assist with documenting meeting notes, tracking meeting actions, and writing status reports
  • Work with senior government leadership on overall program strategy and create innovative communications deliverables to articulate key messages
  • Prepare agendas and minutes of senior level meetings or other documentation that captures decisions made
  • Identify and exploit opportunities for business process improvement
  • Ability to effectively interface with all project stakeholders; develop, review, and assess project estimates; and collect and analyze project performance data
  • Knowledge of analytical tools and techniques used to effectively plan and communicate project status to executive level stakeholders

Required Qualifications :

  • Project Management Professional (PMP) Certification – candidate must possess Project Management Institute (PMI) PMP certification or be willing and able to obtain PMP within 60 days of joining project (Training Assistance provided).
  • Education: BS/BA degree (or equivalent)
  • Functions: Project Manager must be PMP certified demonstrated, in-depth knowledge consistent with PMBOK best practices as reflected/describe by Project Management Institute (PMI)
  • Experience: 5-7 years of experience in programmatic strategic portfolio management, 5+ years’ experience in IT management Experience working on complex challenges in a strategic consulting environment
  • US Citizenship

  • Experience with MS Office Suite or Google Suite
  • MS Project experience, including demonstrable knowledge of activity dependencies, critical path, lead/lag times, and status reporting
  • Smartsheet experience a plus
