Job Description: Disaster Case Management Supervisor
Reports to: Regional Program Manager or Program Manager
Status: Full-time Grant Funded
Position Overview:
Under the supervision of the Regional Program Manager Disaster Case Management Program, the Supervisor of Disaster Case Management will:
Be responsible for supervision of Disaster Case Management (DCM) operations at the local Level and within the guidelines of the FEMA DCMP Grant. This position will ensure that clear and concise communications and guidelines, as prescribed by the Regional Program Manage, are implemented through regular meetings and onsite/virtual visits with the Disaster Case Managers (DCM's). The Supervisor of DCM's will monitor and evaluate DCM's performance and effectiveness through feedback from LTRG teams and Clients, Construction Cost Analysts, Volunteer and Materials Management and the "Funding Table or Unmet Needs Table" members.
Be responsible for the overall success of Survivor recovery in a timely manner through monitoring the DCM process documents and the client spreadsheet updates for such indicators as #Cases Open, #Cases Active, #Cases Referred and #Cases Closed.
Work will include the following counties: Charlotte, Collier, Desoto, Glades, Hardee, Hendry, Highlands, Monroe, Okeechobee, Palm Beach and Sarasota
Principal Duties and Responsibilities (Essential Functions) include:

  • Help to recruit, interview, train, develop and evaluate the DCM staff
  • Explain and enforce existing DCMP forms, policies and procedures
  • Implement and monitor performance goals and objectives and performance expectations for DCM's
  • May provide supervision of other local staff, such as Construction Manager, Materials and Volunteers Coordinator in direct coordination with the Program Manager and facilitates standard documentation practices and consistent identification of applicable resources for individuals and families
  • Work closely with the local LTRG's and communities
  • Ensure that the DCM's are presenting case information in a confidential manner to obtain funding support for necessary unmet needs for disaster survivor's recovery
  • Be responsible for maintaining up-to-date client digital records
  • Regularly monitor client files in the DART system to ensure that DCM's and resource providers have access to timely information about survivors and their progress towards recovery
  • Responsible for maintaining the DART database and record keeping of documents such as leases, estimates, supporting documentation
  • Will perform annual performance review for DCMs assigned to the team
  • Other duties as assigned and required
Qualifications and Skills Preferred:
  • Minimum of five (5) years of experience in a related capacity.
  • Bilingual English/Spanish preferred
  • Prior experience in managing the operations, services and activities of a recovery or relief project
  • Ability to organize, coordinate and manage multiple priorities and projects
  • Ability to build, maintain and develop professional and support staff
  • Proficiency in MS Excel, MS Word, MS PowerPoint and MS Outlook
  • Must be computer proficient
  • Able to travel at least 40% of the time (in the county/counties)
  • Evening, night and weekend work as required to meet client availability
  • Ability to work cooperatively with other agencies and entities
  • Ability to work with diverse communities
  • Strong attention to accuracy and completeness
  • Ability to organize, coordinate and review the work of staff
  • Strong written and verbal communication and presentation skills with the ability to present information individually, in small groups or in large sessions
  • Ability to compassionately communicate with and assist survivors
  • Ability to consistently meet deadlines
  • Ability to work in a team / committee environment
  • Successfully complete a background check & possible drug screening
  • Bachelor's Degree is Social Service or related degree preferred
Working Conditions:
  • Must have a valid driver's license and consistent access to a registered, insured, and reliable vehicle to travel within the service area to fulfill the requirements of the position. Substantiated mileage is reimbursable
  • The position is hybrid, in-person and remote work. The expectation is to assist DCM's with Long Term Recovery Groups, and visit other organizations in person with time spent in the office and time working from home
